Principles of Operation of the District People's Committee in Da Nang City: What Are the Regulations?
Pursuant to Article 7 of Decree No. 34/2021/ND-CP, the principles of operation of the District People's Committee in Da Nang City are stipulated as follows:
The District People's Committee operates under the policy of a single leader; ensuring the principle of democratic centralism.
The Chairman of the district is the head of the District People's Committee, responsible for leading, managing, and operating the District People's Committee to perform the functions, tasks, and powers assigned.
The Vice-Chairman of the district assists the Chairman in addressing tasks assigned by the Chairman, is responsible to the Chairman and the law for the assigned tasks. When the Chairman is absent, a Vice-Chairman authorized in writing by the Chairman will handle and resolve tasks and sign documents on behalf of the District People's Committee.
In case of a vacancy in the position of the Chairman, the Chairman of the Da Nang City People's Committee decides to assign the power of the Chairman to a Vice-Chairman until a decision on the appointment of a new Chairman is made.
- The tasks and powers of the District People's Committee stipulated in Clauses 2, 3, 5, and 9, Article 5 of Resolution No. 119/2020/QH14 must be collectively discussed before the Chairman decides and takes responsibility for his decision. District officials work according to regulations ensuring the principle of democratic centralism and compliance with legal provisions.
The collective mentioned in this clause includes: the Chairman, Vice-Chairman, Head of the District Police, Chief of the District Military Command, and heads of specialized agencies under the District People's Committee. Additionally, depending on the meeting content, the Chairman may invite other relevant members.
The activities of the District People's Committee aim to meet public satisfaction, comply with the prescribed procedures and authorities, in conformity with the law and working regulations of the District People's Committee.
Enhance administrative reform and apply online public services in handling administrative procedures for individuals and organizations in the district in accordance with the law, ensuring that the activities of the District People's Committee are democratic, public, transparent, unified, and smooth.
When necessary, the Chairman authorizes the Vice-Chairman, heads of specialized agencies under the District People's Committee, and ward chairpersons to handle one or several tasks under the authority of the District People's Committee.
