Principles of Operation and Work of the People's Committee, the Chairman of the Ward in Ho Chi Minh City
Based on Article 18 of Decree 33/2021/ND-CP, the content is stipulated as follows:
The Ward People's Committee operates under the policies of the head. The Chairman of the ward is the head and has the responsibility to lead, manage, and operate the Ward People's Committee according to the working regulations of the Ward People's Committee, ensuring the principle of democratic centralism and complying with the provisions of the law.
The Chairman of the ward organizes meetings to collectively discuss the issues stipulated in Clauses 1, 2, and 3 of Article 9 of Resolution No. 131/2020/QH14 before making a decision and is responsible for his decisions.
The collective stipulated in this clause includes: the Chairman of the ward, the Vice Chairman of the ward, the Chief of the Ward Police, the Chief Commander of the Ward Military Command, and other relevant officials.
- The Chairman of the ward is authorized to delegate an official holding the position of Judicial - Civil Status to validate and affix the seal of the Ward People's Committee on the certification of copies from original documents issued or certified by competent Vietnamese agencies; notarize signatures in documents according to legal regulations.
Authorized Judicial - Civil Status officials must have at least 3 years of experience in the field of Judicial - Civil Status.
- The Vice Chairman of the ward assists the Chairman of the ward in resolving tasks assigned by the Chairman of the ward and is responsible to the Chairman of the ward and the law for the tasks assigned.
When the Chairman of the ward is absent, a Vice Chairman authorized by the Chairman will act on behalf of the Chairman to manage and resolve the tasks of the Ward People's Committee.
In case of a vacancy of the Ward Chairman, the District Chairman or the Chairman of the People's Committee of the city under Ho Chi Minh City will decide to appoint a Vice Chairman of the ward to act as Chairman until a new Ward Chairman is appointed.
The activities of the Ward People's Committee aim to ensure the satisfaction of the people, comply with the procedures and authority assigned, in accordance with the law and the working regulations of the ward.
Promote administrative reforms, apply online public services in resolving administrative procedures for individuals and organizations at the ward following legal regulations, ensuring the activities of the Ward People's Committee must be democratic, public, transparent, consistent, and seamless.
