Principles of Operation for the Single Window Division in the Resolution of Administrative Procedures at the Ministry of Home Affairs

Pursuant to Article 2 of the Regulations on the organization and operation of the Single Window Division under the single window and interlinked single window mechanism in resolving administrative procedures at the Ministry of Home Affairs, promulgated together with Decision 125/QD-BNV in 2022, the principles of operation of the Single Window Division in resolving administrative procedures at the Ministry of Home Affairs are as follows:

1. Satisfaction is taken as the measure of quality and efficiency of service by officials and the Ministry of Home Affairs in resolving administrative procedures for organizations and citizens.

2. The resolution of administrative procedures for organizations and citizens under the single window and interlinked single window mechanism is centrally and uniformly managed.

3. The resolution of administrative procedures must ensure promptness, swiftness, convenience, legality, fairness, equality, objectivity, transparency, and have close coordination between agencies and units under and affiliated with the Ministry.

4. The process of resolving administrative procedures is monitored, supervised, inspected, and evaluated by various methods based on the promotion of information technology application in an electronic environment and with the participation of organizations and citizens.

5. There shall be no additional costs for organizations and citizens in performing administrative procedures outside the provisions of the law.

6. Officials in units under and affiliated with the Ministry are accountable for the execution of duties in resolving administrative procedures according to legal regulations when requested by the Ministry's leadership.

7. Compliance with the laws of Vietnam and the relevant international treaties to which the Socialist Republic of Vietnam is a signatory or member regarding the implementation of the single window and interlinked single window mechanism in resolving administrative procedures.

Organization of the Single Window Division in Resolving Administrative Procedures at the Ministry of Home Affairs

Pursuant to Article 4 of these Regulations, the organization of the Single Window Division in resolving administrative procedures at the Ministry of Home Affairs is as follows:

1. The Single Window Division of the Ministry of Home Affairs is organized at the Ministry of Home Affairs and the affiliated units of the Ministry where administrative procedures arise.

2. The Single Window Division must be positioned conveniently, easily recognizable, with an appropriate area to facilitate transactions for organizations, citizens, and for officials and public employees carrying out their duties.
