Principles for Evaluating and Categorizing the Nationwide Movement for Protecting National Security
Based on Article 4 of the Criteria for Evaluating and Categorizing the Nationwide Movement for Protecting National Security issued with Decision 510/QD-BCA-V05 in 2022, the principles for evaluating and categorizing the nationwide movement for protecting national security are as follows:
The evaluation and categorization of the movement are conducted annually; ensuring authenticity, transparency, democracy, accuracy, and objectivity.
The evaluation and categorization of the movement are based on the following grounds:
a) The level of completion of the plan by the leadership or management entity of the movement.
b) The level of proactivity, voluntariness, and the number of participants in the movement when it is launched.
c) The level of meeting the criteria to achieve the standard "Safe in terms of security and order".
The results of the evaluation and categorization of the movement are the basis for proposing measures to promote the development of the movement; and simultaneously serve as one of the bases for awarding commendations to the collective and individual leaders of local authorities, agencies, enterprises, and educational institutions.
Scoring Scale for Evaluating and Categorizing the Nationwide Movement for Protecting National Security
Based on Article 5 of this Regulation, the scoring scale for evaluating and categorizing the movement is 100 points, comprising:
"Excellent" category: Achieving 90 points or more (is the basis for selecting and recommending the Minister of Public Security and the Chairman of the Provincial People's Committee to award Certificates of Merit in the movement).
"Good" category: Achieving from 70 to 89 points (is the basis for selecting and recommending the Director of the Provincial Public Security, the Chairman of the District People's Committee to award Certificates of Commendation in the movement).
"Average" category: Achieving from 50 to 69 points (is not considered for commendation in the movement summary).
"Weak" category: Below 50 points (is not considered for commendation and feedback will be provided in the movement summary).
