Preparation, Convening, and Presiding over the Sessions of the National Assembly by the Standing Committee of the National Assembly are stipulated in Article 8 of the Law on the Organization of the National Assembly 1992, according to which:
The Standing Committee of the National Assembly directs, regulates, and coordinates the activities of the Ethnic Council and the committees of the National Assembly, convenes and presides over the sessions of the National Assembly.
In preparing for the National Assembly sessions, the Standing Committee of the National Assembly has the following duties and powers:
1- To plan the session's agenda based on proposals from the President, the Prime Minister of the Government of Vietnam, the Chief Justice of the Supreme People's Court, the Head of the Supreme People's Procuracy, the Ethnic Council, the Committees of the National Assembly, and the National Assembly deputies;
2- To direct, regulate, and coordinate the activities of relevant agencies in preparing the content of the session; to review the preparation of draft laws, reports, and other projects to be submitted to the National Assembly;
3- To decide on other matters related to the National Assembly session.
