Preparation, convening, and presiding over National Assembly sessions by the Standing Committee of the National Assembly are stipulated in Article 8 of the Law on the Organization of the National Assembly 2001, as follows:
In preparing, convening, and presiding over the sessions of the National Assembly, the Standing Committee of the National Assembly has the following duties and powers:
Anticipating the agenda of the session based on the resolution of the National Assembly, requests of the President, the Prime Minister of the Government of Vietnam, the Chief Justice of the Supreme People's Court, the Head of the Supreme People's Procuracy, the Ethnic Council, the Committees of the National Assembly, and members of the National Assembly;
Directing, harmonizing, and coordinating the activities of relevant agencies in preparing the session's content; reviewing the preparation of draft laws, reports, and other projects to be submitted to the National Assembly;
Organizing and ensuring the implementation of the National Assembly session's agenda;
Reviewing petitions from voters and requesting relevant agencies to research and resolve these to report to the National Assembly;
Directing the incorporation of opinions from National Assembly members and the public to revise draft laws, draft resolutions, and other projects to be submitted to the National Assembly;
Deciding on other matters related to the National Assembly session.
