Position and functions of public service units performing the function of researching and applying scientific and technological advances in Vietnam

According to Clause 1, Article 7, Circular 01/2021/TT-BKHCN, positions and functions of public service units performing the function of researching and applying scientific and technological advances are as follows:

Public service unit performing the function of applying scientific and technological advances (named Center for Application of Scientific and Technological Advances or another name, hereinafter referred to as Application Center) is a public service unit under the Department of Science and Technology, with the function of researching, applying, deploying, transferring technology, and providing science and technology services in provinces and centrally-run cities. 

The Application Center has legal status, has its own seal and can open accounts at the State treasury and banks to operate in accordance with the law.

Tasks and powers of public service units performing the function of researching and applying scientific and technological advances in Vietnam

According to Clause 2 of Article 7, Circular 01/2021/TT-BKHCN, tasks and powers of public service units performing the function of researching and applying scientific and technological advances are as follows:

a) Participate in developing legal documents, programs and plans on the application and transfer of scientific and technological advances locally; Develop long-term and annual mission plans and programs and organize implementation after approval; Organize monitoring, evaluation, summary, and periodic reporting on application activities and transfer of scientific and technological advances locally;

b) Organize activities to guide, propagate and disseminate mechanisms and policies to encourage the application, transfer and innovation of technology within the scope of assigned functions and tasks;

c) Organize research and deploy the application of domestic and foreign scientific and technological achievements in the fields of production, life and environmental protection;

d) Organize the implementation of pilot production projects; training, transferring, commercializing and replicating the results of research projects and pilot production projects;

d) Organize and implement service activities to support the application of atomic energy to serve socio-economic development in the area;

e) Select technical advances and organize testing to complete technical processes suitable to local conditions for new products;

g) Organize the construction, installation and manufacturing of equipment, produce products or works to serve production and life after successful research or receiving technology transfer from domestic and foreign science and technology organizations;

h) Carry out a number of regular tasks and non-business activities serving the Department's state management; Provide training, retraining, and professional development training services; Carry out consulting, brokerage, technology transfer promotion and provision of science and technology services within the scope of assigned functions and tasks according to the provisions of law;

i) Manage the organization, personnel, finance and assets of the Center according to the provisions of law and decentralization of the Provincial People's Committee and the Department;

k) Participate and organize demonstration activities, connecting technology supply and demand; organize conferences, seminars, exhibitions to introduce and promote technology and sell technology products within the scope of functions and tasks according to the provisions of law;

l) Build and provide data on technology and technology experts to serve management and support businesses in technological innovation; Organize training and transfer of scientific and technical advances to the people; Organize tours of models applying scientific and technical advances inside and outside the province;

m) Build demonstration models on the application of new technologies, progressive techniques and disseminate and replicate them suitable to localities;

n) Determine the need to improve the results of scientific research and technological development, the need for application, innovation and technology transfer locally; Implement solutions to support businesses and people in technological innovation;

o) Carry out international cooperation activities, cooperation in research, application and technology development within the scope of assigned functions and tasks according to the provisions of law;

p) Perform other tasks assigned by the Department Director.
