Policies and Regimes for Non-Commissioned Officers, Active Duty Soldiers, Demobilized Soldiers, and Their Relatives

I am currently studying the Military Service Law through different stages, but I am not very clear about what policies non-commissioned officers, active soldiers, discharged soldiers, and their family members received under the old regulations. I am looking forward to receiving support from the Editorial Board.(*****@gmail.com)

Article 53 of the Military Service Law 1981 stipulates the policies concerning non-commissioned officers, enlisted soldiers on active duty, discharged soldiers, and their relatives as follows:

Professional military personnel, non-commissioned officers, and enlisted soldiers on active duty:

  1. Guaranteed material and spiritual life;

  2. Counted as a household member when the family is allocated housing or adjusted homestead land and cultivated land for family economic activities;

  3. The duration of active service is counted as work time;

  4. Prioritized when buying tickets for public transportation;

  5. Entitled to postal fee benefits according to regulations set by the Council of Ministers.

In addition, the stipulations are also detailed in Articles 54, 55, 56, 57 of the Military Service Law 1981, specifically:

Article 54

The families of soldiers on active duty are cared for and assisted by local authorities and social organizations; they enjoy preferential policies as prescribed by the Council of Ministers.

Article 55

Non-commissioned officers and enlisted soldiers upon discharge receive discharge allowances, travel expenses, travel allowances, and are provided with military gear as stipulated by the Minister of National Defense.

Article 56

  1. Non-commissioned officers and enlisted soldiers who serve the full or extended term, upon discharge and return to their locality, are given priority in admissions, recruitment, or job placement by local authorities.

  2. Non-commissioned officers and enlisted soldiers, who were employed at a facility before enlistment, shall return to work at that facility upon discharge.

    If the former facility has been dissolved, the direct superior agency is responsible for accepting them.

  3. Non-commissioned officers and enlisted soldiers, who graduated from vocational schools, professional secondary schools, colleges, or universities before enlistment but were not yet positioned, are prioritized for job placement upon discharge and are exempt from probationary policies.

  4. Non-commissioned officers and enlisted soldiers, who received admission to vocational schools, professional secondary schools, colleges, or universities before enlistment, are entitled to enroll in those schools upon discharge.

Article 57

Professional military personnel, non-commissioned officers, enlisted soldiers on active and reserve duty, if injured, fallen ill, or deceased while performing duty to protect the Fatherland or military tasks, they and their families are entitled to preferential policies as prescribed by the Council of Ministers.

Sincerely and best wishes for your health!
