Planning for expansion of list of countries eligible for E-visa issuance in Vietnam
On 18/5/2023, the Government issued the Resolution 82/NQ-CP in 2023 stipulating primary tasks and solutions for promoting rapid recovery and effective, sustainable development of tourism.
In order to make tourism in Vietnam become a leading economic sector and be placed among top 30 countries ranked by tourism competitiveness, the Goverment requests the Ministry of Public Security of Vietnam to implement following tasks:

b) The Ministry of Public Security shall
- Continue to develop policies and facilitate inbound travel, outbound travel, and general travel for international tourists. Study, evaluate, and submit reports to the Government pertaining to expansion of list of countries eligible for E-visa issuance. Evaluate and conclude E-visa issuance policies, study and expand eligibility for E-visa issuance, submit reports to the Government and request the National Assembly to amend the Law on Entry, Exit, Transit, and Residence of Foreigners in order to further enable foreigners to enter Vietnam in order to ensure consistency between physical visa issuance and E-visa issuance and extend temporary residence period for foreigners entering Vietnam.
- Extensively improve arrival and depature procedures at international airports in order to ensure timeliness and utmost convenience for international tourists visiting Vietnam. At the same time, develop solutions for management, national defense and social order assurance.
- Implement tasks assigned to Ministry of Public Security under Clause 3 and Clause 5 of Resolution No. 46/NQ-CP dated March 31, 2023 of the Government.
- Take charge, cooperate with ministries, central departments, and local governments in effectively implementing Directive No. 10/CT-TTg dated March 31, 2021 of the Prime Minister, ensuring an environment of security, safety, and convenience to attract international tourists.
As regulations above, the Ministry of Public Security shall study, evaluate, and submit reports to the Government pertaining to expansion of list of countries eligible for E-visa issuance.
In addition, the Ministry of Public Security shall continue to develop policies and facilitate inbound travel, outbound travel, and general travel for international tourists in order to:
- Further enable foreigners to enter Vietnam in order to ensure consistency between physical visa issuance and E-visa issuance and extend temporary residence period for foreigners entering Vietnam.
- Extensively improve arrival and depature procedures at international airports in order to ensure timeliness and utmost convenience for international tourists visiting Vietnam.
What are procedures for issuance of electronic visas of Vietnam at request of foreigners?
Pursuant to Article 16 of the Law on Entry, exit, transit, and residence of foreigners in Vietnam in 2014 (amended by Article 1 of the Law on amendments to the Law on entry, exit, transit and residence of foreigners in Vietnam in 2019) stipulating procedures for issuance of electronic visas of Vietnam at request of foreigners as follows:
Procedures for issuance of electronic visas at request of foreigners
1. Foreigners requesting for issuance of electronic visas shall perform as follows:
a) Declare information in application for issuance of electronic visas and upload photo and passport record in information site for issuance of electronic visas;
b) Submit fees for visa issuance to accounts specified in information site for issuance of electronic visas after receiving code of electronic profiles of immigration authorities.
2. Immigration authorities shall consider, process and respond to applicants at the information site for issuance of electronic visas within 3 working days from the date on which all information and fees for visa issuance have been received.
3. Foreigners issued with electronic visas shall use code of electronic profiles to check and print results of issuance of electronic visas at information site for issuance of electronic visas.
As regulations above, foreigners requesting for issuance of electronic visas shall perform as follows:
- Declare information in application for issuance of electronic visas and upload photo and passport record in information site for issuance of electronic visas;
- Submit fees for visa issuance to accounts specified in information site for issuance of electronic visas after receiving code of electronic profiles of immigration authorities.
What are procedures for issuance of electronic visas of Vietnam at request of agencies and organizations?
Pursuant to Article 16 of the Law on Entry, exit, transit, and residence of foreigners in Vietnam in 2014 (amended by Law on amendments to the Law on entry, exit, transit and residence of foreigners in Vietnam in 2019) stipulating procedures for issuance of electronic visas of Vietnam at request of agencies and organizations as follows:
Procedures for issuance of electronic visas at request of agencies and organizations
1. Agencies and organizations specified in Clause 2 Article 16 of this Law may request issuance of electronic visas for foreigners when all following conditions are satisfied:
a) Own electronic accounts granted by immigration authorities as specified in Clause 2 of this Article;
b) Own electronic signatures according to Law on E-Transactions.
2. Registration of electronic accounts is as follows:
a) Agencies and organizations shall send application for issuance of electronic accounts to immigration authorities. Application for issuance of electronic accounts can only performed once, except for cases of changes to contents or termination of accounts as specified in Clause 7 of this Article;
b) Immigration authorities shall respond in written form and grant electronic accounts within 3 working days from the date on which applications of agencies and organizations are received, in case of rejection, specify reasons in written form.
As regulations above, agencies and organizations may request issuance of electronic visas for foreigners when they own electronic accounts granted by immigration authorities and electronic signatures according to Law on E-Transactions.
