Plan, Process, and Dossier for Employee Rotation: Regulations and Procedures
How are the officer rotation plans regulated?
Based on Clause 1, Article 7 of Regulation 65-QD-TW dated 2022 on the plan, process, and dossier for rotating officers:
- Plan
1.1. For the Central Level
The Central Organization Committee, based on political task requirements and the cadre situation, will advise and report to the Politburo and Secretariat for consideration and decision on the rotation of Central officers.
1.2. For Party Committees, Party Organizations, Agencies, and Units Under the Central Level
Authorized Party Committees or Party organizations will base on current regulations, the list of planned cadres, political task requirements, as well as the capabilities and strengths of cadres to draft a rotation plan for the officers under their management. The plan must specify the fundamental contents: quantity, demand, position, title, form, rotation locale; policies towards the rotated officers; anticipated plans for officer arrangements post-rotation (if any)...
Based on the rotation plan, a list of rotated officers and a specific implementation plan for each officer will be prepared.
How are the process and dossier for officer rotation regulated?
Based on Clause 2, Article 7 of Regulation 65-QD-TW dated 2022 on the process and dossier for rotating officers:
- Process
Step 1: Based on the need for officer rotation, the Party Committees, Party organizations, and agency leaders review and assess the cadre team of the locale, agency, or unit to draft a rotation plan to be submitted to the authorized level for consideration and directive.
Step 2: Based on the directive from the authorized level, the advising agency on organization and personnel will consult with the locales, agencies, and units to propose rotation personnel.
Step 3: The advising agency on organization and personnel will compile the proposals from the locales, agencies, and units, review the standards and criteria, and project the locales, titles, and rotation personnel; gather opinions and assessments on the proposed rotation personnel.
Step 4: The advising agency on organization and personnel will send documents to collect validation opinions from relevant agencies, consulting with both the outgoing and incoming agencies on the projected locales, titles, and rotation personnel; summarize the validation results and consult with the proposed rotation personnel. A meeting will be organized with the rotated officers to emphasize the objectives and requirements of the rotation and simultaneously grasp their aspirations and define responsibilities towards the rotated officers.
Step 5: The advising agency on organization and personnel will submit to the authorized level for consideration, decision, and leadership, directing the implementation (announcing the decision, directing elections, and other necessary tasks).
