Permanent Residence Registration in Two Different Provinces: Is It Possible?
Pursuant to Clause 1, Article 5 of Decree 31/2014/ND-CP, stipulations are as follows:
The residence of a citizen is either a permanent residence or a temporary residence. Each citizen is only allowed to register for permanent residence at one legal place of residence, which is the place where they regularly live.
A legal place of residence can be owned or used by the citizen, or rented, borrowed, or allowed to stay temporarily as regulated by law. For legal places of residence that are rented, borrowed, or temporarily stayed in centrally-controlled cities, they must ensure the average area conditions as regulated by the city's People's Council.
Thus, in your case, you cannot register for permanent residence at two places. In this instance, you may retain your permanent residence in Hung Yen, where you have been living for long.
