Permanent Militia is Civil Defense Militia?

Regular militia is a component of the self-defense militia, is that correct? I would like to ask.

Article 6 of the 2019 Militia Law stipulates the components of the Militia:

  1. Local militia.

  2. Mobile militia.

  3. Permanent militia.

  4. Maritime militia.

  5. Anti-air, artillery, reconnaissance, communication, engineering, chemical, medical militia.

Additionally, Article 4 of the 2019 Militia Law also stipulates:

Principles of organization and operation of the Militia:

- Under the leadership of the Communist Party of Vietnam, the supreme command of the President, the unified management of the Government of Vietnam, directly under the leadership, direction of the Party committees, local authorities, heads of agencies, organizations; the highest command of the Minister of Defense; the command of the Chief of General Staff of the Vietnam People's Army, and the commander of military units.

- Complying with the Constitution, laws, and international treaties to which the Socialist Republic of Vietnam is a member; relying on the people, leveraging the combined strength of the entire nation and the political system to perform duties.

- Building a strong and widespread Militia; the organization and composition of Militia must meet the requirements of national defense and security tasks, linked with localities and tasks of agencies, organizations; convenient for leadership, direction, command, management and suitable to the socio-economic conditions of each locality, agency, organization.

Duties of the Militia:

- Ready to fight, fight and support battles to protect localities, bases, agencies, organizations.

- Coordinate with units of the People’s Army, People's Public Security, and other forces in the area to protect national sovereignty, border security, islands, seas, skies of Vietnam; participate in building an all-people national defense, defensive areas, protecting national security, ensuring social order and safety, and combating crime and law violations according to the provisions of the law.

- Conduct military training, political, legal education, competitions, events, and drills.

- Participate in implementing measures of information warfare, cyber warfare according to the provisions of the law, decisions from competent authorities.

- Prevent, combat, and mitigate the consequences of disasters, incidents, natural calamities, epidemics, fires, explosions; search, rescue, salvage; protect forests, protect the environment, and other civil defense tasks according to the provisions of the law.

- Propagate and mobilize the People to implement the guidelines, policies of the Communist Party, laws of the State on national defense, security; participate in building a comprehensively strong local base, implementing social policies.

- Perform other tasks as prescribed by law.
