Only the Minister of Home Affairs has the authority to appoint senior inspectors?
Based on Article 11 of Decree 97/2011/ND-CP, which stipulates the authority for appointing inspection ranks, it is regulated that:
Ministers, Heads of ministerial-level agencies, and Chairpersons of People's Committees of provinces and centrally-run cities shall consider and appoint inspectors and principal inspectors.
The Minister of Home Affairs shall consider and appoint officials to the rank of senior inspector; the Minister of Public Security and the Minister of National Defense shall consider and appoint officers of the People’s Public Security and the People’s Army to the rank of senior inspector.
Appointment decisions of senior inspectors in ministries and ministerial-level agencies, as well as in inspectorates of provinces and centrally-run cities, must be sent to the Government Inspectorate of Vietnam for monitoring and summary.
Thus, according to the regulations, apart from the Minister of Home Affairs, the Minister of Public Security and the Minister of National Defense have the authority to consider and appoint officers of the People’s Public Security and the People’s Army to the rank of senior inspector as stipulated above.
