National Standard on Soft-Hat Products (Uniforms of Militia and Self-Defense Forces)
National Standard TCVN/QS 1822:2021 Militia Uniform Promulgated together with Circular 94/2021/TT-BQP, thereby the National Standard TCVN/QS 1822-3:2021 Militia Uniform - Part 3: Soft Hat. To be specific:
1. Scope of Application
TCVN/QS 1822-3:2021 stipulates the technical requirements and inspection methods for the soft hat product used for the Militia.
2. General Regulations
Measurement and inspection means for technical specifications of the soft hat are stipulated in Table A.1 Appendix A.
3. Technical Requirements
3.1. General Requirements
3.1.1. Appearance Requirements
The type is a peak cap, with an upright band, hat band attached with buttons at both ends, six aluminum eyelets on both sides of the hat band, and one eyelet at the front center band for wearing a star. The inside of the peak is made of hard PVC plastic, and the inside of the band is lined with plastic-coated fabric. The back of the band has a plastic adjustment buckle (or Velcro) to adjust the fit of the head circumference.
3.1.2. Material Requirements
- The soft hat is made from Gabardine Peco fabric with a 65/35 dark blue ratio. The fabric ensures the technical specifications stipulated in Table B.1 Appendix B;
- Eyelets: Made from flexible aluminum, technical specifications are stipulated in Table B.16 Appendix B;
- Pure plastic used for making the peak core is stipulated in Table B.9 Appendix B;
- Peco 60/3 sewing thread of the same color as the main material, ensuring the technical specifications stipulated in Table B.6 Appendix B.
3.2. Technical Indicators
3.2.1. Basic Dimensions
Basic dimension parameters of the soft hat are stipulated in Table C.3 Appendix C.
3.2.2. Cutting Requirements
- The product parts must be cut according to the correct grain;
- The hat bridge and band, and peak must be cut along the grain.
3.2.3. Sewing Requirements
- Use needle number 14 for sewing, stitches must be even, without missing stitches, puckering, or fabric wrinkles;
- The seams must ensure 5 stitches/cm. The beginning and end of the seams must be backstitched 3 times, 1 cm long overlapped, cut neatly, without missing or puckered stitches.
3.2.4. Ironing Requirements
The soft hat must be ironed on a steam ironing table at a temperature suitable for the material.
4. Inspection Methods
4.1. Inspection Rate
Inspection by probability for each batch, randomly sampling 5% to 10% of the product quantity in the batch for inspection.
4.2. Inspection of General Requirements
4.2.1. Appearance Inspection
Visual inspection must meet the requirements stipulated in 3.1.1.
4.2.2. Material Inspection
The production material must have a clear origin, inspected before use in production. Check types and quality of materials through certificates of conformity; certificates of conformity or quality inspection records. Inspection results must meet the requirements stipulated in 3.1.2.
4.3. Inspection of Technical Indicators
Use measuring and inspection means stipulated in Table A.1 Appendix A, to inspect the technical indicators of the soft hat. Inspection results must meet the requirements stipulated in 3.2.
5. General Handling
Soft hats after production inspection must meet the requirements stipulated in this Standard. In case the inspection does not meet the requirements stipulated in this Standard, recheck with double the number of samples from the same batch. If the recheck still does not meet the requirements, the product shall not be used.
6. Labeling, Packaging, Transportation, and Storage
6.1. Labeling
Labels must contain complete information: Manufacturer's name, size, and year of manufacture. The label is woven on fabric and clearly displayed on the product.
6.2. Packaging
Hats are nested together, 20 hats bundled into one batch, then 10 batches packed into one PP bag as stipulated in Appendix D.
6.3. Transportation
Products are transported by common transport means and carefully covered to avoid rain and sunlight.
6.4. Storage
Products are stored in a dry place, avoiding rain and sunlight; not stored with chemicals, gasoline, or oil.
