National Standard for Soldier Raincoat Products (Uniforms of Militia and Self-Defense Forces)
National Standard TCVN/QS 1822:2021 Militia Uniform
Issued along with Circular 94/2021/TT-BQP, accordingly, National Standard TCVN/QS 1822-29:2021 Militia Uniform - Part 29: Soldier’s Raincoat.
To be specific:
1. Scope of Application
TCVN/QS 1822-29:2021 stipulates technical requirements and testing methods for militia soldier’s raincoats.
2. General Provisions
Measuring instruments and testing methods for the technical criteria of the militia soldier’s raincoat are specified in Table A.1, Appendix A.
3. Technical Requirements
3.1. General Requirements
3.1.1. Appearance Requirements
The soldier’s raincoat is produced in rectangular sheets. The finished raincoat sheet must have a balanced shape, without stretching or twisting.
3.1.2. Material Requirements
The rectangular soldier’s raincoat is made from cobalt blue PVC film; PVC film thickness: From 0.12 mm to 0.14 mm.
3.2. Technical Indicators
3.2.1. Basic Dimensions
The basic dimensions of the soldier’s raincoat (length x width): 220 cm x 160 cm (± 2 cm).
3.2.2. Cutting Requirements
When cutting the soldier's raincoat product, the grain of the material must be ensured.
4. Testing Methods
4.1. Testing Ratio
Testing is conducted on a random sampling basis for each batch, sampling 5% to 10% of the total product quantity in the batch for testing.
4.2. General Requirements Inspection
4.2.1. Appearance Inspection
Visual inspection must meet the requirements specified in 3.1.1.
4.2.2. Material Inspection
The material used for production must have a clear origin and be inspected before being put into production. The type and quality of the materials are checked through conformity certification; standard compliance certificates or quality inspection reports. Results must meet the requirements specified in 3.1.2.
4.3. Technical Indicators Inspection
Spread the product on a flat table, measure the product dimensions in length and width using a tape measure. Results must meet the requirements specified in 3.2.
5. General Handling
Post-production, the soldier’s raincoat must meet the requirements stipulated in this Standard. If the inspection does not meet the stipulated requirements, re-inspection must be conducted with double the sample size from the same product batch. If the re-inspection still fails to meet the requirements, it must not be used.
6. Labeling, Packaging, Transport, and Storage
6.1. Labeling
Each product has one label indicating the product name, manufacturer's name, and production year (placed in the same PE bag).
6.2. Packaging
The soldier’s raincoat is folded to a size of 30 cm x 21 cm, placed in a PE bag, with the bag's opening folded 3 cm and sealed with transparent tape, then 40 units are placed in a PP bag as specified in Appendix D.
6.3. Transport
Products are transported by common transport means and carefully covered to avoid rain and sun exposure.
6.4. Storage
Products are stored in a dry place, avoiding rain and sun, and should not be stored together with chemicals, gasoline, or oil.
