The Ministry of Education and Training issues an Official Dispatch requesting to absolutely prevent overcharging incidents at the beginning of the 2024-2025 academic year
On May 13, 2024, the Ministry of Education and Training issued Official Dispatch 2179/BGDDT-KHTC in 2024 on the implementation of educational fees for the 2024-2025 academic year.
In Official Dispatch 2179/BGDDT-KHTC in 2024, the directives are as follows:
Pursuant to Notice No. 193/TB-VPCP dated May 03, 2024, on the conclusions of Deputy Prime Minister Le Minh Khai - Head of the Pricing Steering Committee at the meeting of the Pricing Steering Committee on the results of price management and regulation in the first quarter of 2024 and the orientation of price regulation work for the remaining months of 2024 in order to achieve the goal of macroeconomic stability and inflation control, the Ministry of Education and Training (MoET) requests the ministries, Central agencies, Central organizations of political-social organizations, People's Committees (PCs) of provinces and centrally-run cities to direct the concerned agencies, units, and affiliated educational institutions to strictly implement the regulations on fees in the field of education and training for the 2024-2025 academic year. Strengthen inspection, supervision, and accountability to learners and society regarding educational fees and charges of educational institutions within the management scope in accordance with Decree No. 127/2018/ND-CP dated August 21, 2018, of the Government of Vietnam on State responsibility in education management; absolutely prevent the situation of "overcharging" at the beginning of the school year; Direct and thoroughly instruct educational institutions to mobilize, manage, and use sponsorships in accordance with Circular No. 16/2018/TT-BGDDT dated August 03, 2018, of the MoET on sponsorship for educational institutions within the national education system; Publicize educational quality commitments, conditions ensuring quality, and financial expenditure in accordance with Circular No. 36/2017/TT-BGDDT dated December 28, 2017, of the MoET promulgating regulations on public disclosure in educational institutions within the national education system.

Who are eligible for a 70% tuition fee reduction for the 2024-2025 academic year?
According to Article 16 of Decree 81/2021/ND-CP on the eligibility for tuition fee reduction and support for tuition payment:
Eligibility for Tuition Fee Reduction and Support for Tuition Payment
- Individuals eligible for a 70% tuition fee reduction include:
a) Students studying traditional and specific arts at vocational education institutions, public and private higher education institutions providing cultural - arts training, including: Ethnic theatre musicians, traditional Hue musicians, Southern amateur music performers, stage actors, folk performances, Ca Tru art, Bai Choi art, traditional musical instrument performances;
b) Students studying specialized courses in royal music, Cheo, Tuong, Cai Luong, dance, circus; some heavy, hazardous, and dangerous professions in vocational education according to the list of heavy, hazardous, and dangerous jobs prescribed by the Ministry of Labor - Invalids and Social Affairs;

Thus, individuals eligible for a 70% tuition fee reduction for the 2024-2025 academic year include:
- Students studying traditional and specialized arts at vocational education institutions, public and private higher education institutions providing cultural - arts training, including:
+ Ethnic theatre musicians
+ Traditional Hue musicians
+ Southern amateur music performers
+ Stage actors
+ Folk performances
+ Ca Tru art
+ Bai Choi art
+ Traditional musical instrument performances
- Students studying specialized courses in royal music, Cheo, Tuong, Cai Luong, dance, circus.
- Certain heavy, hazardous, and dangerous professions in vocational education as per the Ministry of Labor - Invalids and Social Affairs' list of heavy, hazardous, and dangerous jobs.
- Preschool children and students from ethnic minorities (other than very few ethnic minorities) in very difficult communes/villages, category 3 localities of ethnic and mountainous areas, exceptionally difficult coastal islands as prescribed by the competent authority.
Which students are eligible for tuition fee exemption for the academic year 2024-2025?
According to Article 15 of Decree 81/2021/ND-CP on the eligibility for tuition fee exemption:
Eligibility for Tuition Fee Exemption
- Individuals stipulated in the Ordinance on Preferential Treatment for Revolutionary Contributors if they are studying at educational institutions within the national education system.

- Orphaned preschool children and students under 16 years of age without caregivers, and individuals aged 16 to 22 studying at secondary or first-degree higher education institutions entitled to monthly social allowance as per Article 5, Clauses 1 and 2 of Decree No. 20/2021/ND-CP dated March 15, 2021, of the Government of Vietnam on social assistance policies for social protection beneficiaries. Individuals studying intermediate or college levels who are orphaned of both parents and have no support as per the Law on Vocational Education.

- Students in pre-service training programs (including pre-service students in vocational boarding schools with training times of over three months) as per the Government of Vietnam’s policies on pre-service admissions to higher education and vocational institutions within the national education system.

Students at vocational and higher education institutions who are ethnic minorities with either parent or both parents or grandparents (in case of living with grandparents) classified as poor or near-poor households by the Prime Minister of the Government of Vietnam.
Students studying Marxism-Leninism and Ho Chi Minh Thought.
Students, graduate students, and research candidates studying one of the specializations in Leprosy, Psychiatry, Forensic Medicine, Forensic Psychiatry, and Pathological Anatomy at public health training institutions under state procurement quotas.
Students from very few ethnic minorities as per Article 2, Clause 1 of Decree No. 57/2017/ND-CP dated May 09, 2017, of the Government of Vietnam on preferential policies for preschool education and support for very few ethnic minorities in areas with difficult and exceptionally difficult socio-economic conditions as currently prescribed by the competent authority.

Thus, students eligible for tuition fee exemption for the academic year 2024-2025 include:
- Those enrolled in specific specialized programs;
- Students at first-degree higher education institutions entitled to monthly social allowances;
- Pre-service training program students;
- Ethnic minority students orphans of both parents and classified as poor or near-poor households;
- Students studying Marxism-Leninism and Ho Chi Minh Thought;
- Students studying Leprosy, Psychiatry, Forensic Medicine, Forensic Psychiatry, and Pathological Anatomy at public health training institutions under state procurement quotas;
- Very few ethnic minority students;
- Those belonging to the groups specified in various programs and schemes eligible for tuition fee exemption;
- Students enrolled in intermediate or college levels and specific professions that are difficult to recruit but are needed by society.
