Meetings of Ministers and Heads of Ministerial-Equivalent Agencies

I am researching the regulations regarding meeting policies in the administrative management of state administrative agencies. Could you please inform me how the meetings of Ministers and Heads of ministerial-level agencies are currently regulated? I hope you can help clarify this for me.

Article 18 of Decision 45/2018/QD-TTg, effective from December 25, 2018, stipulates the meetings of Ministers, Heads of equivalent agencies as follows:

  1. Briefing meetings of Ministers, Heads of equivalent agencies with Deputy Ministers, Deputy Heads of equivalent agencies, and heads of subordinate units.

  2. Advisory meetings.

  3. Task resolution meetings.

  4. Training and duty implementation meetings.

  5. Specialized meetings.

  6. Preliminary and final review meetings.

Article 3 of Decision 45/2018/QD-TTg stipulates:

- Briefing meetings are sessions of leaders of administrative agencies and organizations to understand the situation of duty performance; exchange opinions and direct the resolution of regular tasks.

- Advisory meetings are sessions where the head of a state administrative agency listens to, exchanges, and considers proposals and recommendations from heads of subordinate agencies, units, experts, and scientists to have sufficient information and additional basis before making decisions within their functions and authority.

- Task resolution meetings are sessions by the head of a superior administrative agency system with heads of subordinate agencies, units, or with officials of the agency to resolve regular tasks or discuss solving management and operational issues; unify opinions in directing the resolution of important and complex tasks involving multiple levels and sectors; address differing opinions before issuing decisions and content beyond the authority of subordinates or to conduct on-site evaluations of task performance of subordinates.

- Training and implementation meetings (training, implementation conferences) are sessions to instill, unify perception and action regarding the content and spirit of major, important policies of the Communist Party and the State within an agency, unit, or within each sector, locality.

- Specialized meetings are sessions to exchange, discuss technical, professional, program, plan, and report issues.

- Preliminary and final review meetings (preliminary and final conferences) are sessions to review, evaluate the situation and results of task performance every six months, annually, or for a specific period, and discuss work direction and tasks for the next six months, year, or period for the agency, unit, sector, or locality.
