Loss of One Joint of the Little Toe: Eligibility for Civil Aviation Personnel Service?
According to the provisions of Clause 3, Article 5 of Circular 45/2019/TT-BCA, only citizens with health grades 1 and 2 and who meet the special criteria specified in Article 6 of this Circular are eligible for selection.
Furthermore, Clause 2, Article 4 of this Circular stipulates the scoring method, the way to record the health check-up for the duty of participating in the People's Police, and the health classification, which shall be carried out in accordance with Clauses 2, 3, 4, and 5, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP. Referring to Clause 4 Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, the health classification is based on the points given for 8 criteria recorded on the health report. To be specific:
- Grade 1: All 8 criteria have grade 1 points;- Grade 2: At least 1 criterion has grade 2 points;- Grade 3: At least 1 criterion has grade 3 points;- Grade 4: At least 1 criterion has grade 4 points;- Grade 5: At least 1 criterion has grade 5 points;- Grade 6: At least 1 criterion has grade 6 points.
Conditions related to musculoskeletal disorders that render citizens ineligible for the health requirements to perform the duty of participating in the People's Police are specified in item number 107 of Section II, Appendix 1 issued together with Circular 45/2019/TT-BCA:

Therefore, if you lose 1 segment of a little toe, your health will be classified as grade 3. Consequently, you do not meet the health requirements to participate in the police duty (not considering other conditions). However, you still need to undergo a Police Service health examination for the Council to make the most accurate conclusion.
