List of Neurological Diseases that Exempt from Military Service 2025?
Based on Clause 3, Article 4 Circular 148/2018/TT-BQP stipulating the standards for military recruitment:
Article 4. Standards for Military Recruitment

- Health standards:
a) Select citizens with health grades 1, 2, 3 according to the provisions of Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016, of the Minister of Health and the Minister of National Defense on the health examination for military service.
b) For agencies, units, and positions specified at Point b, Clause 2 of this Article, recruitment shall be done to ensure specific standards as stipulated by the Ministry of National Defense.
c) Do not call up for military service citizens with health grade 3 eye refractive errors (nearsightedness of 1.5 diopters or more, farsightedness of any degree); drug addiction, HIV, AIDS.

According to the above regulation, individuals with health grades of 4 or higher do not meet the health standards for military service.
Based on Sub-items 4, Section 2, Appendix 1 issued with Circular 105/2023/TT-BQP, the neurological diseases that exempt from military service in 2025 include:
- Headache episodes, persistent and prolonged, affecting labor:
+ Migrain status
+ Complicated Migrain
+ Chronic cluster headache
+ Chronic tension headache
- Epilepsy:
+ Episode-free (clinically and subclinical)
+ With episodes (clinically and/or subclinical)
- Hyperhidrosis (including R61.0 localized hyperhidrosis and R61.1 generalized hyperhidrosis): moderate level or higher
- Non-organic enuresis
- Multiple tics, affecting health
- Central vestibular disorder
- Peripheral vestibular disorder
- Cerebellar-type movement and balance coordination disorder
- Peripheral facial nerve paralysis (Bell's Palsy): Residual symptoms include frequent mouth distortion, incomplete eye closure
- Peripheral nerve paralysis:
+ Paralysis of one of the radial, median, or ulnar nerves
+ Paralysis of the sciatic nerve
+ Paralysis of one of the internal or external popliteal nerves
+ Loss or reduction of mobility in part of a limb
+ Complete labor ability loss in one limb or one side of the body
- Residual effects from brain or spinal cord injury: Limb paralysis, significant labor ability limitation
- Root and plexus neuropathies:
+ Minor impact on movement and sensation
+ Major impact on movement and sensation
- Muscle diseases (Myopathies):
+ Severe muscle atrophy, significantly affecting labor capacity
+ Mild muscle atrophy, minor impact on movement
- Myasthenia
- TIC disorders
- Back pain due to:
+ Spina bifida
+ Spinal degeneration: moderate level or higher
+ Disk herniation
- Neck and shoulder pain due to spine-related disorders:
+ Cervical spondylosis: degeneration of two or more vertebrae
+ Cervical disk herniation
- Brain injury:
+ Old brain injury, non-penetrating wound leaving mild neuroasthenia
+ Old penetrating brain injury, notable residual neurological or psychiatric effects, or skull defect.

Prohibited Acts Regarding Military Service?
Based on Article 10 Military Service Law 2015, prohibited acts regarding military service include:
- Evading military service.- Opposing or obstructing the implementation of military service.- Deceiving in the health examination for military service.- Abusing positions and powers to violate the regulations on military service.- Misusing non-commissioned officers and soldiers against the law.- Infringing upon the body, health; insulting the honor and dignity of non-commissioned officers and soldiers.
Who Is Not Allowed to Register for Military Service?
Based on Article 13 Military Service Law 2015, individuals not allowed to register for military service include:
- Being prosecuted for criminal liability; serving imprisonment sentences, non-custodial reform, probation, or having served prison sentences but not yet having their sentences expunged.- Being subject to educational measures at the commune level or being sent to reform schools, compulsory educational institutions, or compulsory detoxification establishments.- Being deprived of the right to serve in the people's armed forces.
Note: When the term for applying the above measures expires, citizens are allowed to register for military service.
