Pursuant to the Official Dispatch 1472/VPCP-KSTT in 2023 announcing, publicizing and guiding the implementation of administrative procedures requiring the submission and presentation of paper household registration books, paper temporary residence books or residence confirmation papers as follows:
- Urgently review and amend Circulars, Decisions and legal documents under their competence with regulations related to the submission and presentation of paper household registration books, paper temporary residence books or papers required for certification. of the locality where he/she resides when carrying out administrative procedures and providing public services.
Ensure the reduction and simplification of administrative procedures on the basis of exploitation and use of information and data from the National Population Database and other databases, strictly complying with the provisions of this Law. Residence Law 2020 and Decree 104/2022/ND-CP.

What are regulations on completing the process of abolishing the requirement to submit and present paper household registration books, paper temporary residence books, and residence confirmation papers before March 20, 2023?
Pursuant to the Official Dispatch 1472/VPCP-KSTT in 2023 stipulating as follows:
Ministries and branches shall complete the announcement and publicization of administrative procedures under their management related to the submission and presentation of paper household registration books, paper temporary residence books or papers requiring local certification. The place of residence as prescribed in the Law on Residence 2020, Decree 104/2022/ND-CP serves as the basis for localities to announce, publicize and organize the consistent and effective implementation.
Based on the announcement of ministries and branches, the People's Committees of the provinces and centrally-run cities shall announce and publicize administrative procedures within the scope of settlement on the national database on administrative procedures, the information system to settle administrative procedures at the provincial level and the place to receive and handle administrative procedures;
At the same time, complete before March 20, 2023, the internal process, the electronic process to implement the abolition of the requirement to submit and present the paper household registration book, the paper temporary residence book, the residence certificate (including proof of residence before certifying documents such as: Curriculum vitae, Certificate of marital status, etc) according to the Law on Residence 2020, Decree 104/2022/ND-CP of the Government.
After removing paper the household registration book and temporary residence book, what documents can be used for residence confirmation in Vietnam?
Pursuant to Article 14 of the Decree 104/2022/NĐ-CP stipulating using information about residence to settle administrative procedures and provide public services as follows:

3. In case it is impossible to exploit citizens' residence information by the methods mentioned in Clause 2 of this Article, competent agencies, officials, public employees and individuals that are assigned to handle administrative procedures and provide public services may require citizens to submit a copy or present one of the documents proving residency information.
The request for citizens to submit copies or produce documents proving their residence information is specified in the decision on announcement of administrative procedures of the ministry, agency or local government or other notices of services of service providers.
4. Documents proving information about residence include: Citizen identity card, identification card, certification of residence information, notice of personal identification number and citizen information in the National Population Database.
As regulations above, after removing paper the household registration book and temporary residence book, documents proving information about residence include:

- Certification of residence information
- Notice of personal identification number
