Issuing the Code of Conduct for Persons with Position, Authority under the Ministry of Transport of Vietnam
On May 25, 2023, the Ministry of Transport issued Decision 636/QĐ-BGTVT in 2023 on the Code of Conduct for Persons with Position, Authority under the Ministry of Transport.
The Code of Conduct for Persons with Position, Authority under the Ministry of Transport applies to persons with position, authority in the administrative agencies, educational institutions, and enterprises under the Ministry of Transport, including:
- Civil servants, public servants, and employees;
- Representatives of the State capital in enterprises;
+ People holding the position of management in enterprises, including:
+ Chairman of the Board of Members;
+ Chairman of the company (for companies without a Board of Members);
+ Member of the Board of Members;
+ General Director;
+ Director;
+ Deputy General Director;
+ Deputy Director;
+ Chief Accountant;
+ Controller at enterprises with 100% State capital;
- Others who are assigned to perform tasks and duties and have authority while performing those tasks and duties.
Note: Decision 636/QĐ-BGTVT in 2023 took effect on May 25, 2023 and repealed Decision 2534/QĐ-BGTVT in 2008.
What are purposes of the Code of Conduct for Persons with Position, Authority under the Ministry of Transport of Vietnam?
Pursuant to Article 2 of the Code of Conduct for Persons with Position, Authority under the Ministry of Transport issued together with the Decision 636/QĐ-BGTVT in 2023, 03 main purposes of the Code of Conduct for Persons with Position, Authority under the Ministry of Transport of Vietnam as follows:
- To specify the norms of behavior and communication; to guide persons with position, authority in solving problems and performing official duties; to strengthen administrative discipline; to prevent corruption and negative phenomena; to serve the people and businesses to the best of their ability.
- To contribute to improving the quality of the workforce, including civil servants, public servants, employees, and persons with position, authority; to improve public service ethics and professional ethics; to strengthen administrative discipline; to prevent corruption and build a friendly and effective working environment; a professional and modern administration.
- To provide a basis for monitoring and evaluating the behavior of persons with position, authority in complying with legal regulations, performing official duties, and in other social relations.
Can Persons with Position, Authority under the Ministry of Transport of Vietnam smoke?
Pursuant to Article 4 of the Code of Conduct for Persons with Position, Authority under the Ministry of Transport issued together with the Decision 636/QĐ-BGTVT in 2023 stipulating dress code and work style of Persons with Position, Authority under the Ministry of Transport of Vietnam as follows:
Dress code and work style
1. When performing official duties, persons with position, authority must dress neatly and formally, wear shoes or sandals with heels. Clothing must be appropriate for the nature of the work, the characteristics of the Ministry or agency, and traditional values. For agencies with their own uniforms, they must follow their own regulations.
2. Strictly comply with regulations on working hours, attending meetings; arrange and use working time in a scientific and efficient manner. During working hours, do not leave the agency, unit, or work position without a legitimate reason or without the approval of the competent authority; do not do personal work, listen to music, play video games, or use personal entertainment devices.
3. Serious posture, style, and gestures; friendly, modest attitude, respect for the person communicating; use standard, clear, and concise language.
4. Must wear a civil servant or public servant ID card (or wear a name tag, badge, or title card as prescribed) throughout the working time and performance of official duties.
5. Arrange the workplace in a neat and tidy manner; do not display or keep pornographic images, materials against the Party and the State.
6. Smoke in designated areas. Strictly prohibit the use of alcoholic beverages immediately before and during working hours, lunch break on working days (except with the approval of the leadership of the agency, unit, or enterprise on special occasions such as holidays, Tet, and foreign guests); strictly implement the regulation "after drinking alcohol, do not drive".
Therefore, persons with position, authority in the Ministry of Transport are allowed to smoke but must ensure that they smoke in designated areas.
