Issuing Guidance 25 on annual evaluation and assessment, grading of quality for groups and individuals in the political system in Vietnam

On November 10, 2023, the Central Organizing Committee issued Guidance 25-HD/BTCTW in 2023 guiding on some contents of annual review, assessment and quality ranking for collectives and individuals in the political system

According to Section 1 of Guidance 25-HD/BTCTW in 2023, the subjects of criticism at the grassroots party committee according to Article 5 of Regulation 124-QĐ/TW in 2023 are guided as follows:

Regarding the subject, content of review, evaluation criteria framework, and grading criteria (Article 5, Article 6, Article 10, Article 12)

1.1. Objects of review of grassroots party committees include: the standing committee of the grassroots party committee, where there is no standing committee, the review of the grassroots party committee; department party committee; grassroots party committee; Party committees directly under the grassroots party committee; The party cell is directly under the department's party committee.

1.2. Party Committees, Party Committees, and Party Committees under the Central Government are responsible for guiding the collective leadership and management of agencies and units under their management (in item c, point 1.2, Article 5) carrying out the annual review, assessment, and ranking of collectives and individuals to ensure substance, compliance with regulations, and suitability to the characteristics and situation of the locality, agency, and unit.

1.3. Based on the contents stated in Article 6, Article 10, Article 12 and the assigned tasks in Article 18, party committees and organizations under the Central Government are responsible for concretizing and developing review contents, a set of evaluation criteria and ranking criteria suitable for each group and individual under management.

As regulations above, the subjects of review at the grassroots level will include:

- The Standing Committee of the Grassroots Party Committee, where there is no Standing Committee, reviews the Grassroots Party Committee; department party committee;

- Grassroots Party Committee;

- Party committee directly under the grassroots party committee;

- Party cell directly under the department's party committee.

How is the preparation step for evaluation and assessment in Vietnam guided in detail?

At Subsection 2.1, Section 2 of Guidance 25-HD/BTCTW in 2023 provides guidance on the methods of evaluation and assessment in accordance with the provisions of Article 7 of Regulation 124-QĐ/TW 2023 as follows:

About the methods of evaluation and assessment (Article 7)

2.1. At point 1.1 and point 1.2, paragraph 1 on the preparation for evaluation and assessment, implement the following:

a) The head of the Party committee, organization, or unit directly directs the preparation of the group's evaluation report according to Template 01 and seeks feedback from organizations and units at the same level. The draft evaluation report is sent to the members participating in the evaluation conference at least 3 working days in advance.

b) Each individual makes a self-evaluation report according to Template 2A or 2B.

c) The standing committee of the upper-level Party committee directly establishes a delegation (or working group) to attend and direct the evaluation in places where there are suggestions for evaluation; assigns Party members and officials of the Party's advisory and assistance agencies to attend, direct, and summarize the results of the evaluation at the Party committee, organization, or leadership and management body at the lower level and report to the competent authority for consideration and decision.

d) The time for organizing the evaluation of the group and individuals of the standing committee of the provincial Party committee, municipal Party committee, and Party committee directly under the Central Committee; the Party council, the Party committee, and the leadership and management body directly under the Central Committee is at least 2 days. For places where the Politburo and the Secretariat suggest evaluation, the time for evaluation is at least 3 days. The provincial Party committees, municipal Party committees, and Party committees directly under the Central Committee regulate the time for evaluation for the groups and individuals under their management.

As regulations above, the preparation step for evaluation and assessment in accordance with paragraph 1, Article 7 of Regulation 124-QĐ/TW 2023 is as follows:

On the form of report:

- The person with authority directly directs the preparation of the group's evaluation report and submits the draft evaluation report to the members participating in the evaluation conference at least 3 working days in advance.

- Each individual prepares a self-evaluation report according to the prescribed template.

- The standing committee of the upper-level Party committee directly establishes a delegation (or working group) to attend and direct the evaluation in places where there are suggestions for evaluation; assigns Party members and officials of the Party's advisory and assistance agencies to attend, direct, and summarize the results of the evaluation at the Party committee, organization, or leadership and management body at the lower level and report to the competent authority.

On the time for self-evaluation:

- The time for organizing the evaluation of the group and individuals of the standing committee of the provincial Party committee, municipal Party committee, and Party committee directly under the Central Committee; the Party council, the Party committee, and the leadership and management body directly under the Central Committee is at least 2 days.

- For places where the Politburo and the Secretariat suggest evaluation, the time for evaluation is at least 3 days.

- For the groups and individuals under the management of the provincial Party committees, municipal Party committees, and Party committees directly under the Central Committee, the specific time for evaluation will be decided by the provincial Party committees, municipal Party committees, and Party committees directly under the Central Committee.

How to evaluate and grade basic-level Party organizations in Vietnam?

According to Subsection 3.1, Section 3 of Guidance 25-HD/BTCTW 2023, the following guidance is provided on the methods, procedures, responsibilities, and authorities for evaluation and grading in accordance with Article 11 and 13 of Regulation 124-QĐ/TW 2023:

[1] The Party committee of the department; the committee directly subordinate to the basic-level Party committee; the committee directly subordinate to the Party committee of the department self-evaluate and grade the quality of their Party committee and committee. The basic-level Party committee considers and evaluates the quality of the subordinate organizations.

[2] The standing committee of the basic-level Party committee; the basic-level Party committee (where there is no standing committee); the committee of the basic-level directly subordinate to the district-level Party committee and equivalent self-evaluate and grade the quality. The standing committee of the district-level Party committee and equivalent considers and decides on the evaluation and grading of the quality of the Party committees and organizations specified in this point.

[3] For the basic-level Party committees directly subordinate to the provincial Party committee, municipal Party committee, and Party committee directly under the Central Committee, the evaluation and grading of quality is considered and decided by the standing committee of the provincial-level Party committee and equivalent.
