On October 30, 2023, the Minister of Education and Training of Vietnam issued the Circular guiding on positions, the structure of civil servants according to occupational titles and the standard number of people working in public preschool institutions.
Pursuant to Appendix 1 of the List of leadership and management positions, and positions of professional titles in public preschool institutions issued together with Circular 19/2023/TT-BGDĐT (effective from December 16, 2023), the positions are defined as follows:

What is the standard number of people working in leadership and management positions in public preschool institutions in Vietnam?
According to Article 4 of Circular 19/2023/BGDĐT (effective from December 16, 2023), the standard number of people working in leadership and management positions is as follows:
Standard number of people working in leadership and management positions
1. Principal: Each public preschool institution is required to have 1 principal.
2. Vice principal: The number of vice principals is determined based on the number of deputy positions specified in Decree 120/2020/NĐ-CP dated October 7, 2020 of the Government on the establishment, reorganization, and dissolution of public non-profit organizations.
Therefore, the standard number of people working in leadership and management positions in public preschool institutions consists of 02 positions. Specifically as follows:
- Each public preschool institution is required to have 1 principal.
- The number of vice principals is determined based on the regulations in Decree 120/2020/NĐ-CP.

What is the standard number of people working in professional job titles in public preschool institutions in Vietnam?
According to Article 5 of Circular 19/2023/BGDĐT (effective from December 16, 2023), the standard number of people working in professional job titles in public preschool institutions in Vietnam is as follows:
(1) Preschool teachers
- For groups of children, up to 2.5 teachers are assigned per group of children:
+ 15 children/group of children from 03 months to 12 months old;
+ 20 children/group of children from 13 months to 24 months old;
+ 25 children/group of children from 25 months to 36 months old
- For preschool classes, up to 2.2 teachers are assigned per class:
+ 25 children/class from 3 to 4 years old;
+ 30 children/class from 4 to 5 years old;
+ 35 children/class from 5 to 6 years old;
- For preschool institutions that do not have enough children to be assigned to groups of children or preschool classes or that have surplus children after assigning groups of children or preschool classes according to the regulations, an additional 1 preschool teacher is assigned based on the average number of children per age group of each group of children or preschool class as follows:
+ 6 children from 3 to 12 months old;
+ 8 children from 13 to 24 months old;
+ 10 children from 25 to 36 months old;
+ 11 children from 3 to 4 years old;
+ 14 children from 4 to 5 years old;
+ 16 children from 5 to 6 years old.
- For merged groups of children or merged preschool classes according to the Kindergarten Regulations, the standard number of teachers is assigned according to the regulations.
- For branch schools with only 1 group of children or 1 preschool class that does not have enough children to be assigned to groups of children or preschool classes, 2.0 teachers are assigned per group of children or preschool class.
(2) Position for supporting the education of people with disabilities
- For preschool institutions with children with disabilities studying in mainstream classes:
+ Institutions with fewer than 20 children with disabilities studying in mainstream classes are assigned 1 person.
+ Institutions with 20 or more children with disabilities studying in mainstream classes are assigned up to 2 people.
+ When a group of children or preschool class has 1 child with a disability studying in mainstream classes, the number of children in the group of children or preschool class is reduced by 5.
+ Each group of children or preschool class does not have more than 2 children with disabilities studying in mainstream classes.
- In cases where it is not possible to allocate a position to carry out the task of supporting the education of people with disabilities, a contract worker or a teacher can be assigned to the task.
