Issuance of the Decision on Vehicle Quota for General Working Purposes at Administrative Units and Public Service Entities under the Ministry of Health
On April 10, 2024, the Ministry of Health issued Decision No. 910/QD-BYT regarding the issuance of vehicle quotas for general working purposes at administrative units and public service entities under the Ministry of Health.
Pursuant to the Appendix issued with Decision No. 910/QD-BYT in 2024, the vehicle quota for general working purposes at the administrative units and public service entities under the Ministry of Health is stipulated as follows:

Vehicle Quota for General Working Purposes at Central Agencies
Pursuant to Clause 1, Article 9 of Decree No. 72/2023/ND-CP, the vehicle quota for general working purposes at central agencies is determined as follows:
- Units with up to 20 staff members: Maximum 01 vehicle/02 units.- Units with 21 to 50 staff members: Maximum 01 vehicle/unit.- Units with 51 to 100 staff members: Maximum 02 vehicles/unit.- Units with 101 to 200 staff members: Maximum 03 vehicles/unit.- Units with 201 to 500 staff members: Maximum 04 vehicles/unit.- Units with over 500 staff members: Maximum 05 vehicles/unit.
- Central agencies with at least 20 staff members do not aggregate the staff count of these units into the department's or equivalent unit's staff count to determine the vehicle quota for general working purposes as per the above regulations; the vehicle quota for general working purposes of the subordinate units is determined as follows:
+ Units with 20 to 50 staff members: Maximum 01 vehicle/unit.+ Units with over 50 staff members: Maximum 02 vehicles/unit.

What Types of Vehicles Are Considered Special-use Vehicles?
Pursuant to Article 16 of Decree No. 72/2023/ND-CP, amended by Clause 7, Article 147 of Decree No. 96/2023/ND-CP, the categories of special-use vehicles are stipulated as follows:
Categories of Special-use Vehicles
- Special-use vehicles in the health sector include:
a) Ambulances:
Ambulances that meet the standards set by the Ministry of Health.
Specially constructed ambulances (vehicles with spacious configurations equipped with medical machinery and equipment for emergency and intensive care).
b) Special-use vehicles with particular constructions used in the health sector include:
Mobile X-ray vehicles.
Mobile eye examination and treatment vehicles.
Mobile laboratory vehicles.
Mobile surgery vehicles.
Blood collection vehicles.

+ Patient transport vehicles.
+ Forensic examination vehicles, body transport vehicles.
+ Vehicles equipped with spraying machinery and chemicals.
+ Vehicles for transporting and harvesting tissues and organs for transplantation purposes.
+ Vehicles transporting meals for mental health patients.
+ Vehicles transporting specialized medical instruments, equipment in the field of infectious diseases.
+ Vehicles with teaching models, simulation models, teaching equipment, and visual aids.
+ Other vehicles with special equipment dedicated to medical examinations, treatment, disease prevention, and testing.
+ Line directing vehicles equipped with special equipment.
+ Technical transfer vehicles equipped with special equipment.
+ Vehicles equipped with special equipment for clinical trial research, evaluation (monitoring post-vaccination reactions), and dealing with incidents at vaccination points.
