      On March 29, 2024, the Minister of Education and Training issued Circular 05/2024/TT-BGDDT, on the criteria and conditions for promotion of teaching public employees in public universities and pedagogical colleges, as well as public colleges that provide higher education programs in Preschool Education (referred to collectively as pedagogical colleges).

      - Circular 05/2024/TT-BGDDT shall come into effect from June 1, 2024.

      - Circular 05/2024/TT-BGDDT applies to teaching public employees in public universities, pedagogical colleges applying for promotion of professional titles and related individuals and organizations.

      Note: Circular 05/2024/TT-BGDDT does not apply to individuals who are engaged in teaching activities in educational institutions under the Ministry of Defense and the Ministry of Public Security.

      What are the criteria and conditions for promotion to the position of Main Lecturer in public universities in Vietnam?

      According to Article 3 of Circular 05/2024/TT-BGDDT, the criteria and conditions for promotion to the position of Main Lecturer (Grade II), code V.07.01.02 are as follows:

      1. The public university must have a need for and vacancies available for the position corresponding to the professional title being evaluated for promotion. The university must be authorized to participate in the promotion evaluation process.

      2. The candidate must currently hold the professional title of Lecturer (Grade III), code V.07.01.03.

      3. The candidate must have received a rating of "good" or higher for their job performance in the consecutive year immediately preceding the promotion evaluation. They must possess good political qualities and professional ethics, have no disciplinary actions pending against them, and comply with the regulations of the Party and the law regarding disciplinary matters.

      What are the criteria and conditions for promotion to the position of Senior Lecturer in public universities in Vietnam?

      Based on Article 4, Circular 05/2024/TT-BGDDT, which regulates the criteria and conditions for promotion of teaching public employees in public universities to the position of Senior Lecturer (Grade I), code V.07.01.01, the criteria and conditions for promotion to the position of Senior Lecturer (Grade I) in public universities, when meeting all the following criteria and conditions, are as follows:

      - The public university must have a need and available vacancies corresponding to the position being evaluated for promotion, and be authorized to participate in the promotion evaluation process.

      - The candidate must currently hold the professional title of Main Lecturer (Grade II), code V.07.01.02.

      - The candidate must have received a rating of "good" or higher for their job performance in the consecutive year immediately preceding the promotion evaluation for the position of Senior Lecturer (Grade I), code V.07.01.01.

      - The candidate must possess good political qualities and professional ethics.

      - The candidate must have no disciplinary actions pending against them.

      - The candidate must not be subject to disciplinary measures according to the regulations of the Party and the law.

      - The candidate must meet the minimum required length of service as an Main Lecturer (Grade II), code V.07.01.02.

      - The candidate must meet the criteria for training, professional qualification, and expertise in the field of the position of Senior Lecturer (Grade I), code V.07.01.01.
