On May 3, 2024, the Central Executive Committee passed Decision 143-QD/TW in 2024 to issue the Model Working Regulations for district-level Party Committees.

The working principles of the district-level Party Committee are as follows:

- The district Party Committee, the Standing Committee, and the Permanent Commission work based on the principles of democratic centralism, collective leadership, individual responsibility, with the minority obeying the majority, the lower levels obeying the higher levels, and individuals obeying the organization. They strictly follow the Party's principles, regulations, resolutions, directives, conclusions, provisions, and decisions from higher levels, as well as resolutions from the district Party congress.

- Individuals have the right to express their opinions and reservations, but they must comply with the collective resolutions. Reserved opinions can be reported to higher levels but should not be disseminated externally in any form.

- Ensure comprehensive and unified leadership of the district Party Committee and the Standing Committee; promote the strength of the political system; enhance proactiveness, creativity, and individual responsibility, especially among leaders. Implement decentralization and delegation of authority, coupled with strengthening inspection and supervision.

Are the members of the district-level Inspection Committee required to be invited to attend the district-level Party Committee meetings in Vietnam?

According to Article 19 of Decision 143-QD/TW in 2024, the regulations on the conference regime of the district-level Party Committee and the Standing Committee of the district-level Party Committee are as follows:

Conference regime of the district-level Party Committee and the Standing Committee of the district-level Party Committee:

1. The district-level Party Committee holds a meeting once every three months or when necessary. If more than half of the members of the district-level Party Committee's Executive Committee propose, the Standing Committee of the district-level Party Committee decides to convene an extraordinary district Party Committee meeting. The Standing Committee of the district-level Party Committee holds meetings at least... times per month (as guided by the Standing Committee of the provincial Party Committee or municipal Party Committee), and holds emergency meetings when necessary. The district-level Party Committee and the Standing Committee of the district-level Party Committee meetings must have at least two-thirds of the total number of members attending. The Permanent Commission of the district-level Party Committee prepares the content and convenes the district-level Party Committee meeting and the Standing Committee meeting.

Members of the district-level Inspection Committee who are not members of the district-level Party Committee are not invited to attend the district-level Party Committee meetings (unless it is a separate meeting specifically required). Depending on the content, the Standing Committee may invite some heads of relevant agencies and units to the conference, but they are not attendees and are only required to report to the district-level Party Committee if deemed necessary.

2. The Standing Committee and the Permanent Commission of the district-level Party Committee are responsible for preparing the district-level Party Committee meeting and the Standing Committee meeting, clearly stating the purpose, requirements, content, and scope of each conference. They assign members of the Standing Committee to preside over and organize the conferences, and individuals responsible for preparing the conference documents. For urgent issues not included in the conference program, if considered important and necessary, the relevant agencies or units report to the Permanent Commission or the Standing Committee for consideration and decision-making.

3. The assigned units must send conference documents to the district-level Party Committee office for review before the scheduled meeting, at least ... days in advance. The district-level Party Committee office sends invitations and conference documents to the members before the district-level Party Committee meeting, at least ... days in advance, and before the Standing Committee meeting, at least ... days in advance, except for emergency conferences (as specifically guided by the Standing Committee of the provincial Party Committee or municipal Party Committee).

Therefore, members of the district-level Inspection Committee who are not members of the district-level Party Committee are not invited to attend the district-level Party Committee meetings. However, for specific content requiring separate meetings, members of the district-level  Inspection Committee can be invited to attend the district-level Party Committee meetings.

Depending on the content, the Standing Committee may invite some heads of relevant agencies and units to the conference, but they are not attendees and are only required to report to the district-level Party Committee if deemed necessary.

How many members of the district-level Party Committee and the Standing Committee of the district-level Party Committee in Vietnam must agree on a resolution?

According to Article 21 of Decision 143-QD/TW in 2024, the regulations on the issuance and management of documents are as follows:

Document issuance and management regime:

1. Conclusions and decisions regarding the handling of tasks by the district-level Party Committee's Standing Committee must be documented according to regulations and sent to relevant organizations and individuals for implementation. The directives provided by the district-level Party Committee's Standing Committee in meetings or work sessions must be documented and issued by the district-level Party Committee office (except for tasks directly assigned to the Standing Committee or individuals within the Standing Committee who are responsible for handling and do not require document issuance).

2. The conclusions, decisions, and directives issued by the district-level Party Committee's Standing Committee as a collective, and by individual members of the Standing Committee, must comply with the Party's document formats, be signed and issued within the authorized scope, and be distributed, managed, and archived according to current regulations.

3. Resolutions and decisions of the district-level Party Committee and the district-level Party Committee's Standing Committee must have the consent of more than half of the members. In cases where the district-level Party Committee meeting or the Standing Committee meeting cannot be convened, the district Party Committee's Standing Committee directs the district-level Party Committee office to solicit opinions in writing. When more than half of the members agree, those opinions are considered as resolutions of the meeting. If, despite having the consent of more than half of the members, there are different opinions on important issues, a district-level Party Committee meeting or a Standing Committee meeting needs to be held for discussion and decision-making.

Therefore, resolutions of the district-level Party Committee and the district-level Party Committee's Standing Committee must have the consent of more than half of the members.
