Issuance of Decree 02 on the standards and conditions for the promotion of specialized librarians in Vietnam

On June 17, 2024, the Minister of the Ministry of Culture, Sports and Tourism issued Decree No. 02/2024/TT-BVHTTDL, which regulates the standards and conditions for the promotion of professional titles in the fields of library, cultural heritage, grassroots culture, cultural promotion, fine arts, performing arts, and cinema.

Decree No. 02/2024/TT-BVHTTDL applies to professionals working in public service providers and related organizations and individuals in the fields of library, cultural heritage, grassroots culture, cultural promotion, fine arts, performing arts, and cinema.

Decree No. 02/2024/TT-BVHTTDL officially takes effect from August 1, 2024.

What are the criteria for the promotion of the professional title of Second-Rank Librarian as of August 1, 2024 in Vietnam?

Based on Article 3 of Decree No. 02/2024/TT-BVHTTDL, the regulations are as follows:

Standards and conditions for the promotion of the professional title of Second-Rank Librarian, code V.10.02.05

A civil servant is eligible for promotion to the professional title of Second-Rank Librarian, code V.10.02.05, when meeting the requirements stated in Clause 1 of Article 2 of this Decree and the following standards and conditions:

1. Currently holds the professional title of Third-Rank Librarian, code V.10.02.06.

2. Meets the standards for education, training, and qualifications for civil servants being considered for promotion to the professional title of Second-Rank Librarian, code V.10.02.05, as specified in Clauses 2 and 4 of Article 5 of Decree No. 02/2022/TT-BVHTTDL dated July 1, 2022, issued by the Minister of the Ministry of Culture, Sports and Tourism, which regulates the codes, standards, professional titles, and salary classification for specialized librarians (hereinafter referred to as Decree No. 02/2022/TT-BVHTTDL).

As regulated above, the criteria for the promotion of the professional title of Second-Rank Librarian from August 1, 2024, include:

- Meeting the requirements stated in Clause 1 of Article 2 of Decree No. 02/2024/TT-BVHTTDL, specifically:

+ Public service providers have a need and a number of civil servants corresponding to the shortage of positions for promotion according to the requirements of authorized approval.

+ Being rated as completing tasks well or above in the consecutive working year prior to the year of consideration for promotion; having good political qualities and professional ethics; not under disciplinary action; not in the period of implementing disciplinary regulations according to the regulations of the Party and the law;

+ Having the capacity and professional knowledge to assume a higher-ranking professional title within the same professional field;

- Currently holding the professional title of Third-Rank Librarian, code V.10.02.06.

- Meeting the standards for education, training, and qualifications for civil servants being considered for promotion to the professional title of Second-Rank Librarian, code V.10.02.05, as specified in Clauses 2 and 4 of Article 5 of Decree No. 02/2022/TT-BVHTTDL, including:

+ Holding a university degree or higher in the field of information and library.

In the case of holding a university degree or higher in another field, a certificate of training in knowledge and professional skills in the field of information and library must be obtained from an authorized agency or organization.

+ Having a certificate of training for the professional title of specialized librarian.

+ Having a work experience of holding the professional title of Third-Rank Librarian or equivalent for at least 9 years (excluding probation and internship periods).

In the case of equivalent work experience, there must be at least 1 year (12 months) currently holding the professional title of Third-Rank Librarian until the deadline for submitting applications for examination or promotion consideration.

+ During the period of holding the professional title of Third-Rank Librarian or equivalent, participating in the research and development of at least 1 topic, project, plan, scientific research program, legal document, professional document, technical innovation initiative in the library field from the grassroots level or higher, which has been authorized, evaluated, or approved.

What are the criteria for the promotion of the professional title of First-Rank Artist from August 1, 2024 in Vietnam?

Pursuant to Article 11 of Decree No. 02/2024/TT-BVHTTDL

Criteria for the promotion of the professional title of First-Rank Artist, code V.10.08.25

A civil servant is eligible for promotion to the professional title of First-Rank Artist, code V.10.08.25, when meeting the requirements stated in Clause 1 of Article 2 of this Decree and the following standards and conditions:

1. Currently holds the professional title of Second-Rank Artist, code V.10.08.26.

2. Meets the standards for education, training, and qualifications for civil servants being considered for promotion to the professional title of First-Rank Artist, code V.10.08.25, as specified in Clauses 2 and 4 of Article 4 of Decree No. 09/2022/TT-BVHTTDL.

Therefore, the criteria for the promotion of the professional title of First-Rank Artist from August 1, 2024, include:

- Meeting the requirements stated in Clause 1 of Article 2 of Decree No. 02/2024/TT-BVHTTDL, specifically:

+ Public service providers have a need and a number of civil servants corresponding to the shortage of positions for promotion according to the requirements of authorized approval.

+ Being rated as completing tasks well or above in the consecutive working year prior to the year of consideration for promotion; having good political qualities and professional ethics; not under disciplinary action; not in the period of implementing disciplinary regulations according to the regulations of the Party and the law;

+ Having the capacity and professional knowledge to assume a higher-ranking professional title within the same professional field;

- Currently holding the professional title of Second-Rank Artist, code V.10.08.26.

- Meeting the standards for education, training, and qualifications for civil servants being considered for promotion to the professional title of First-Rank Artist, code V.10.08.25, as specified in Clauses 2 and 4 of Article 4 of Decree No. 09/2022/TT-BVHTTDL, including:

+ Holding a university degree or higher in the field of fine arts. In the case of holding a university degree or higher in another field, one must be awarded the title of "People's Artist," "Outstanding Artist," or be awarded the "Ho Chi Minh Award" or "State Prize" in literature and art.

+ Having a certificate of training for the professional title of specialized artist.

+ Having a work experience of holding the professional title of Second-Rank Artist or equivalent for at least 6 years.

In the case of equivalent work experience, there must be at least 1 year (12 months) currently holding the professional title of Second-Rank Artist until the deadline for submitting applications for examination or promotion consideration.

+ Meeting one of the following requirements:

++ During the period of holding the professional title of Second-Rank Artist or equivalent, having at least 2 works or artistic achievements recognized for their artistic quality by the specialized Art Council at the Ministry level or equivalent, or being awarded prizes at national (or state-level) competitions, festivals, professional performances, or literary and art exhibitions.

++ Being awarded the title of "People's Artist" or being awarded the "Ho Chi Minh Award" in literature and art.
