Issuance of Decree 63 on guidance on the implementation of electronic interconnection for two groups of administrative procedures from July 1, 2024 in Vietnam

On June 10, 2024, the Government issued Decree 63/2024/ND-CP, which regulates the implementation of electronic interconnection for two groups of administrative procedures:

(1) Birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old.

(2) Death registration, removal of permanent residence registration, funeral fee settlement, and funeral support.

Furthermore, Decree 63/2024/ND-CP also stipulates the responsibilities of ministries, sectors, agencies, organizations, and individuals in implementing the electronic interconnection for these two groups of administrative procedures.

Decree 63/2024/ND-CP applies to the following entities:

- Agencies, organizations, and individuals involved in the electronic interconnection process for the two groups of administrative procedures: birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old; death registration, removal of permanent residence registration, funeral fee settlement, and funeral support.

- The implementation of the electronic interconnection for administrative procedures related to funeral support and burial allowance provided by the Vietnamese social insurance sector, applicable to deceased individuals who were receiving pensions, monthly social insurance benefits, or voluntary social insurance.

- The implementation of the electronic interconnection for administrative procedures related to burial cost assistance, funeral support, and burial allowance provided by the Ministry of Labor, Invalids, and Social Affairs, applicable to deceased individuals who were eligible for social welfare policies or had contributions to the revolution.

What are procedures for receiving applications and the timeline for processing applications implemented in the interconnection of administrative procedures for birth registration in Vietnam?

According to Article 7 of Decree 63/2024/ND-CP, which provides guidance on the acceptance of applications and the timeline for processing applications in the interconnection of administrative procedures for birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old, the steps are as follows:

Step 1: The provincial-level administrative procedure settlement information system receives birth registration applications from the interconnected public service software. The system sends appointment notifications for result retrieval to the applicants via the National Public Service Portal, VNeID application, and SMS messages.

Step 2: The timeline for processing the interconnection group of administrative procedures for "birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old" is not more than 03 working days from the date the competent authorities receive the complete application according to regulations. In cases that require verification, the timeline is not more than 05 working days.

If an application is received after 3:00 PM, the counting of the timeline starts from the next working day.

If the competent authority fails to process the administrative procedure within the appointed time, they must apologize and reschedule the result retrieval date through the interconnected public service software to be sent to the applicants via the National Public Service Portal, VNeID application, and SMS messages. The rescheduling message must clearly state the reason for the delay and the new result retrieval date.

Step 3: The synchronization of documents between systems must be completed within 10 minutes immediately after the completion of the procedure. The information receiving agency must respond with the acceptance status within a maximum of 2 working hours from the time they receive data information from the interconnected public service software.

In case the above-mentioned time is exceeded without a successful response, the interconnected public service software sends a warning to the systems of the relevant parties to have the technical staff handle it immediately within the working day.

Step 4: After successful reception by the shared electronic household registration software of the Ministry of Justice, the provincial-level administrative procedure settlement information system provides a response with the status and information of the birth registration application to the interconnected public service software.
