Issuance of Decree 03 regulating the standards and conditions for promotion of professional titles in the field of physical education and sports in Vietnam
On June 17, 2024, the Minister of the Ministry of Culture, Sports, and Tourism issued Decree 03/2024/TT-BVHTTDL, which regulates the standards and conditions for the promotion of professional titles in the field of physical education and sports.
According to Decree 03/2024/TT-BVHTTDL, it specifies the criteria and requirements for promotion to the second and first professional titles for individuals in the field of physical education and sports.
Decree 03/2024/TT-BVHTTDL applies to professionals working in public career units and relevant organizations and individuals.
Decree 03/2024/TT-BVHTTDL will come into effect on August 1, 2024 to replace Decree 12/2022/TT-BVHTTDL.

What are criteria and requirements for the promotion of the professional title of chief coach in Vietnam?
Based on Article 3 of Decree 03/2024/TT-BVHTTDL, which regulates the standards and conditions for the promotion of the professional title of chief coach (Grade II), code V.10.01.02:
Standards and conditions for the promotion of the professional title of chief coach (Grade II), code V.10.01.02:
An individual is eligible for promotion to the professional title of chief coach (Grade II), code V.10.01.02, when they meet the requirements stated in Article 2 of this Decree and the following criteria and conditions:
1. Currently holds the professional title of coach (Grade III), code V.10.01.03.
2. Meets the standards for training, development, and requirements for individuals being considered for promotion to the professional title of chief coach (Grade II), code V.10.01.02, as specified in clauses 2 and 4 of Article 5 of Decree 07/2022/TT-BVHTTDL dated October 25, 2022, issued by the Minister of the Ministry of Culture, Sports, and Tourism, which regulates the codes, professional title standards, and salary classification for professionals in the field of physical education and sports (hereinafter referred to as Decree 07/2022/TT-BVHTTDL).
As regulated above, the standards and conditions for the promotion of the professional title of chief coach are as follows:
- The public career unit must have a need and a sufficient number of professionals for the professional title being considered for promotion, as approved by the competent authority.
- The individual must have a rating of at least "good completion of tasks" in the consecutive working year prior to the year of consideration for promotion.
- They must possess good political qualities and professional ethics, with no disciplinary actions or violations of Party regulations or laws.
- The individual must have the competence and expertise to assume a higher-level professional title within the same professional field.
- They must meet the requirements of the corresponding position for the professional title being considered.
- Currently holds the professional title of coach (Grade III), code V.10.01.03.
- Holds a bachelor's degree or higher in a relevant field of study related to physical education and sports.
- Holds a certification that meets the standards for the professional title in the field of physical education and sports.
- Has a period of holding the professional title of coach (Grade III) or equivalent for at least 9 years (excluding probationary or internship periods).
In the case of an equivalent period, there must be at least 1 year (12 months) of holding the professional title of coach (Grade III) until the deadline for submitting the application for examination or promotion.
- During the period of holding the professional title of coach (Grade III) or equivalent, they must have directly trained and coached athletes who have achieved at least one of the following accomplishments:
+ Medals at the National Sports Games.
+ National championships.
+ National cups.
+ Asian or World Youth Championships.
+ Medals at the Southeast Asian Games, ASEAN Para Games, Asian Games, Asian Para Games, Youth Olympic Games, or regional championships in Southeast Asia, Asia, or the world, or meeting the standards to participate in the Olympic Games or Paralympic Games.
What are standards and conditions for the promotion of the professional title of senior coach in Vietnam?
Based on Article 4 of Circular 03/2024/TT-BVHTTDL, the standards and conditions for the promotion of the professional title of senior coach are as follows:
- The public career unit must have a need and a sufficient number of professionals for the professional title being considered for promotion, as approved by the competent authority.
- The individual must have a rating of at least "good completion of tasks" in the consecutive working year prior to the year of consideration for promotion.
- They must possess good political qualities and professional ethics, with no disciplinary actions or violations of Party regulations or laws.
- The individual must have the competence and expertise to assume a higher-level professional title within the same professional field.
- They must meet the requirements of the corresponding position for the professional title being considered.
- Currently holds the professional title of chief coach (Grade II), code V.10.01.02.
- Holds a bachelor's degree or higher in a relevant field of study related to physical education and sports.
- Holds a certification that meets the standards for the professional title in the field of physical education and sports.
- Has a period of holding the professional title of chief coach (Grade II) or equivalent for at least 6 years.
In the case of an equivalent period, there must be at least 1 year (12 months) of holding the professional title of chief coach (Grade II) until the deadline for submitting the application for examination or promotion.
- During the period of holding the professional title of chief coach (Grade II) or equivalent, they must have directly trained and coached athletes who have achieved at least one of the following accomplishments:
+ Medals at the Southeast Asian Games.
+ Medals at the ASEAN Para Games.
+ Medals at the Asian Games.
+ Medals at the Asian Para Games.
+ Medals at the Youth Olympic Games.
