On June 28, 2024, the Minister of the Ministry of Natural Resources and Environment issued Circular 06/2024/TT-BTNMT, which regulates the standards and conditions for the promotion of public employee titles in the fields of Natural Resources and Environment.
Circular 06/2024/TT-BTNMT applies to public employees holding professional titles in the following specializations within the fields of Natural Resources and Environment:
- Land administration
- Environmental resource investigation
- Hydro-meteorological forecasting, hydro-meteorological monitoring
- Environmental resource monitoring
- Surveying and mapping in public service providers

What are standards and conditions for promotion to Grade 2 for public employees holding professional titles in the field of Natural Resources and Environment in Vietnam?
Based on Article 3 of Circular 06/2024/TT-BTNMT, the standards and conditions for promotion to Grade 2 for public employees holding professional titles in the field of Natural Resources and Environment are as follows:
Standards and conditions for promotion to Grade II for public employees holding professional titles in the field of Natural Resources and Environment:
Public employees holding professional titles in the field of Natural Resources and Environment are eligible to be registered for promotion to Grade II when they meet the following standards and conditions:
1. The standards and conditions specified in Clause 1 of Article 32 of Decree 115/2020/ND-CP dated September 25, 2020, by the Government on recruitment, utilization, and management of public employees (amended in Clause 16 of Article 1 of Decree 85/2023/ND-CP dated December 7, 2023, by the Government).
2. The job position plan of the public service provider must be developed and approved in accordance with the provisions of the relevant laws, with a job position corresponding to the professional title of the public employee being considered for promotion.
3. The authority to nominate for promotion must be granted by the competent authority.

Therefore, the standards and conditions for promotion to Grade 2 for public employees holding professional titles in the field of Natural Resources and Environment are as follows:
Public employees holding professional titles in the field of Natural Resources and Environment are eligible to be registered for promotion to Grade 2 when they meet the following standards and conditions:
(1) The standards and conditions specified in Clause 1 of Article 32 of Decree 115/2020/ND-CP on recruitment, utilization, and management of public employees (amended in Clause 16 of Article 1 of Decree 85/2023/ND-CP).
(2) The job position plan of the public service provider must be developed and approved in accordance with the provisions of the relevant laws, with a job position corresponding to the professional title of the public employee being considered for promotion.
(3) The authority to nominate for promotion must be granted by the competent authority.
(4) The public employee must have held the Grade 3 professional title in the registered specialization or its equivalent for a period of at least 9 years (excluding the probation and trainee period).
In case the public employee has an equivalent period of holding the Grade 3 professional title, they must have held the Grade 3 professional title in the registered specialization for a minimum of 1 year (12 months) until the deadline for submitting the promotion application (if the period of holding the Grade 3 professional title in the registered specialization is not continuous, it can be accumulated).
(5) During the period of holding the Grade 3 professional title and its equivalent, the public employee must be granted written confirmation (along with the application) by the competent authority, based on one of the following work achievements:
- Leading or participating in scientific and technological tasks from the grassroots level or above, and meeting the requirements as assessed and approved by the competent authority.
- Leading or participating in the implementation of projects, programs, plans, strategies, and regulations in the field and sector of the organization, which have been issued, approved, and accepted at the required level by the head of the organization.
- Leading or participating in the development of legal normative documents that have been issued by the competent authority and confirmed by the head of the organization.
- Leading or participating in the construction of technical regulations, guidelines, or professional documents in the field and sector of the organization, which have been issued by the competent authority and confirmed by the head of the organization.
- Having achievements in the implementation of professional tasks and being awarded commendation certificates by the Ministry, authority, department, or province, or having achievements in professional tasks and being awarded the title of "Soldier with Exemplary Performance" at the grassroots level or above.
When does the Circular 06/2024/TT-BTNMT take effect in Vietnam?
Based on Article 4 of Circular 06/2024/TT-BTNMT, the provisions regarding the enforcement are as follows:
Enforcement provisions:
1. This Circular shall come into effect from August 15, 2024.
2. In case the legal normative documents referred to in this Circular are amended, supplemented, or replaced, the provisions of the amended, supplemented, or replaced legal normative documents shall apply.
According to the legal regulations, Circular 06/2024/TT-BTNMT shall come into effect from August 15, 2024.
