Issuance and Management of Party Member Cards: What Are the Regulations?
Issuance and management of party membership cards are stipulated in Section 7 of Guidance 01-HD/TW of 2021 on certain specific issues on the implementation of the Party Charter. To be specific:
- The party membership card is an important certification for party members, issued when a party member has been recognized as an official party member.
Party members recognized as official in the party organization of the Ministry of Foreign Affairs shall have their card examined and issued by the Party Committee of the Ministry of Foreign Affairs.
The Party Committee of the Ministry of Foreign Affairs is responsible for managing the party membership card when the party member transfers their party activities abroad and returning the card to the party member when they return to the country.
- In the event of the passing of a party member, the family of the said party member is allowed to retain the party membership card.
- Party members who are expelled, have their names removed, or are dismissed from the Communist Party by other means shall have their party membership card collected by the branch and submitted to the immediate superior Party Committee.
- If a party member or party organization detects improper use, loss, or forgery of the party membership card, it must promptly report to the Party Committee.
- Technical inspection of the party membership card shall be in accordance with the guidance of the Central Organization Commission.
