Is the Session of the National Assembly Required to be Open to the Public?
Based on Clause 1, Article 90 of the Law on Organization of the National Assembly 2014 regarding sessions of the National Assembly as follows:
- The National Assembly meets in public.
In necessary cases, upon the proposal of the President, the Standing Committee of the National Assembly, the Prime Minister of the Government of Vietnam, or at least one-third of the total number of National Assembly deputies, the National Assembly decides to meet in private.
- The National Assembly holds regular sessions twice a year.
In cases where the President, the Standing Committee of the National Assembly, the Prime Minister of the Government of Vietnam, or at least one-third of the total number of National Assembly deputies request, the National Assembly holds extraordinary sessions.
- The National Assembly discusses and decides on matters within its duties and powers at sessions of the National Assembly in accordance with procedures stipulated in the Standing Orders of the National Assembly sessions and other relevant legal regulations.
Thus, not all sessions of the National Assembly are required to be held publicly; when deemed necessary, they can be held in private as stipulated by the above legal regulations.
