Pursuant to Clause 2b Article 4 of Decree 78/2020/ND-CP stipulates the above content as follows:
2. Selection criteria
a) General standards
Subjects specified in Clause 1 of this Article have a clear personal and family political history, are members of the Communist Party of Vietnam or have enough political standards to be trained and developed to become members of the Communist Party of Vietnam; have strong political courage, good moral qualities, and absolute loyalty to the Party, the Fatherland and the People; have qualifications, professional knowledge, education, and age appropriate to each subject; health from type 01 to type 03 according to the regulations on health selection for army recruitment and military enrollment of the Minister of Health and the Minister of National Defense.
b) Specific standards
Professional soldiers, non-commissioned officers preparing for demobilization, reserve non-commissioned officers who have held the position of deputy platoon leader or squad officer and equivalent; graduated from high school or higher, if not, select to graduate from junior high school, for ethnic minorities select education level 7 or higher; Age for professional soldiers is no more than 35, non-commissioned officers preparing to be demobilized and reserve non-commissioned officers no more than 30;
Officers, civil servants, and public employees must be no more than 35 years old; specifically training reserve officers in medicine and pharmacy, no more than 40 years old; training political reserve officers must be members of the Communist Party of Vietnam;
Citizens who have graduated from university or above, and are not older than 35 years old; University graduates, no more than 30 years old.

What is source of funding for selecting, approving, and calling for training of reserve officers in Vietnam?
Pursuant to Clause 6 Article 6 of Decree 78/2020/ND-CP stipulates the above content as follows:
Funding
a) Funds to ensure the selection and training of reserve officers for the subjects specified in Point a, Clause 1, Article 4 of this Decree are allocated by the state budget in the annual expenditure estimates of the Ministry of National Defense;
b) Funds for selecting and training reserve officers for the subjects specified in Point b, Clause 1, Article 4 of this Decree are guaranteed by the local budget;
c) Funds to ensure the selection and training of reserve officers for the subjects specified in Point c, Clause 1, Article 4 of this Decree are allocated by the state budget in the annual expenditure estimate of the Ministry of Education and Training.
What is responsibility for preparing documents for selection and training of reserve officers in Vietnam?
Pursuant to Clause 2 Article 7 of Decree 78/2020/ND-CP stipulates the above content as follows:
2. Responsibility for preparing documents for selection and training of reserve officers
a) The District Military Command prepares dossiers for officers, civil servants, public employees, citizens with university degrees or higher, and reserve non-commissioned officers; The commune-level military command and relevant agencies and organizations are responsible for providing documents;
b) Regimental level and equivalent or higher prepare documents for professional soldiers and non-commissioned officers preparing for demobilization;
c) Academies and universities prepare student profiles upon graduation from university.
3. Time to complete preparation of reserve officer training selection documents of agencies, units and organizations specified in Clause 2 of this Article and report to competent authorities specified in Clauses 1, 2 and 3 Article 6 of this Decree is 30 days, before the date of notification of admission to Military academies and schools.
4. Military academies and schools assigned to train reserve officers, during the training period, are responsible for supplementing and completing reserve officer records (original records) on the basis of selection records. Reserve officer training, additional and completed content includes: Reserve officer curriculum vitae, decision to confer reserve officer rank, reserve officer training graduation certificate and other relevant documents. At the end of the training course, hand over documents to the district-level Military Command where the reserve officer resides or works.
