In Article 1 of Decision 1129/QD-BNN-TCCB in 2023 (effective from April 15, 2023), the position and functions of the School of Public Policy and Rural Development are defined as follows:

1. The School of Public Policy and Rural Development was newly established on the basis of rearranging and consolidating the School of Agricultural and Rural Development Managers II. School of Public Policy and Rural Development (hereinafter referred to as School for short) is an educational institution of the national education system organized and operated in accordance with the Party's regulations and laws. The university is a public non-business unit under the Ministry of Agriculture and Rural Development with legal status, its own seal (including floating seal), and is allowed to open accounts at the State Treasury and the Bank to operate in accordance with the law.

2. The university has the function of training, fostering, scientific research and technology application, international cooperation and communication, consulting and services on public policy and rural development in service of state management of the Ministry of Agriculture and Rural Development.

3. The school is under the direct management of the organization and operation of the Minister of Agriculture and Rural Development in accordance with the Party's regulations and the provisions of law; subject to the management and professional guidance of the Ministry of Home Affairs, the Ministry of Education and Training, and the Ministry of Science and Technology according to specific training disciplines, fields of expertise, training and retraining; and is subject to the territorial administrative management of the People's Committee of Ho Chi Minh City and the People's Committee of Binh Duong province.

4. The head office of the University is located at 45 Dinh Tien Hoang, Ben Nghe Ward, District 1, Ho Chi Minh City. Facility 2 is located in Phu An Commune, Ben Cat District, Binh Duong Province.

5. Funding for the operation of the University in accordance with the law.

Thus, the School of Public Policy and Rural Development was newly established on the basis of rearranging and consolidating the School of Agricultural and Rural Development Managers II.

School of Public Policy and Rural Development (hereinafter referred to as School for short) is an educational institution of the national education system organized and operated in accordance with the Party's regulations and laws in Vietnam.

How many duties and powers does the School of Public Policy and Rural Development have in Vietnam? 

In Article 2 of Decision 1129/QD-BNN-TCCB in 2023, there are 15 duties and powers of the School of Public Policy and Rural Development as follows:

1. Regarding the training of higher education levels when the University ensures the conditions for opening a training major and ensures the quality of higher education in accordance with the provisions of the Law on Higher Education

2. Scientific research, technology application and transfer of specific results

3. Practical assessment consulting to propose specific tasks and solutions

4. Consulting and pilot testing new agricultural production models as models for specialized farming areas, meeting market requirements such as ecological agriculture, green agriculture, saving resources and reducing emissions, organic agriculture, circular agriculture, smart agriculture, high-tech agriculture, agriculture combined with industry, agriculture combined with services, rural tourism;

Effectively evaluate models to learn from experience, scale up, introduce new technology and management.

5. Training and fostering

6. Participating in and coordinating vocational training and education in the fields of agriculture and rural development; trade, services, tourism and technology when permitted by competent state agencies.

7. Performing services

a) Trade promotion of agricultural products;

b) Developing trademarks of agricultural products;

c) Other services as prescribed by law.

 

8. International cooperation, joint venture and association with organizations and individuals in training, fostering, applied scientific research and technology transfer, consulting and services in the assigned field according to regulations provisions of the law.

9. Carry out communication tasks in the field of agriculture and rural development.

10. To perform the duties, powers and responsibilities of the Training School in terms of conditions for ensuring education quality; on managing and supporting learners; information, reports and accountability and other duties and powers as prescribed by law.

11. Organizing the granting and management of diplomas and certificates according to decentralization and regulations of law.

12. Develop and submit to the Ministry the project of employment positions; manage the organizational structure, the number of public employees according to professional titles and labor contracts according to the management decentralization of the Ministry and the provisions of law.

13. Manage finances, assets and other resources; organize activities of collection and implementation of the assigned budget according to the provisions of law.

14. Inspect and settle complaints and denunciations within the unit according to regulations.

15. Perform other tasks assigned by the Minister and competent agencies.

How many departments, faculties and Centers does the School of Public Policy and Rural Development have in Vietnam?

In Article 3 of Decision 1129/QD-BNN-TCCB in 2023, organizational structure of the School of Public Policy and Rural Development is as follows:

1. School leaders:

a) The school's leadership has a Rector and Vice-Principals appointed and dismissed by the Minister of Agriculture and Rural Development as prescribed;

b) The Principal manages all activities of the University, is responsible to the Minister of Agriculture and Rural Development and before the law for the activities of the University; defining the functions, tasks, powers and organizational structure of organizations without legal status, including: Divisions, Faculty, Centers of the University; promulgate a decision stipulating the functions and tasks of organizations with legal person status after receiving the Ministry's written appraisal opinions; direct the development, approval and implementation of the Regulation on organization and operation of the University; arrange public employees in accordance with assigned tasks and approved job placement scheme;

c) The Vice-Principal assists the Principal in monitoring and directing a number of aspects of work as assigned by the Principal and is responsible before the Principal and the law for the assigned or authorized tasks.

2. The School Council is established and operates in accordance with the law and the development stage of the University.

3. Function rooms:

a) Organization and Administration Department;

b) Training Department;

c) Department of Science and International Cooperation;

d) Finance and Accounting Department.

4. Faculties:

a) Faculty of Public Policy;

b) Faculty of Rural Development;

d) Faculty of Agricultural Business Administration.

5. Centers:

a) Center for Policy on Agriculture and Rural Development;

b) Center for Economic Cooperation;

c) Farmer Training Center;

d) Service center.

6. The Center for Policy on Agriculture and Rural Development, having its own seal, may open accounts at the State Treasury and the Bank to operate in accordance with law. The Centers specified at Points b, c and d, Clause 5 of this Article do not have legal status and do dependent accounting according to regulations.

Departments, Faculty, Centers have the number of staff / number of people working according to the list of job positions and ensure the minimum payroll in each organization as prescribed by law, including: head and no more than 02 deputies and professional officers. Heads and deputy heads of departments, faculties and centers are appointed and dismissed according to the staff management decentralization of the Ministry of Agriculture and Rural Development and the provisions of law.

The Rector of the School of Public Policy and Rural Development shall decide to appoint, relieve from duty and dismiss the heads and deputy heads of departments, faculties, the Center's Director, the Center's Deputy Director, the School's Chief Accountant, and the Accountant. Head of the Center under the provisions of law and decentralization of staff management of the Ministry of Agriculture and Rural Development.

Thus, the School of Public Policy and Rural Development in Vietnam has:

- 4 functional rooms: Organization and Administration Department; Trainning department; Department of Science and International Cooperation; Financial Accounting.

- 3 Faculties: Faculty of Public Policy; Faculty of Rural Development; Faculty of Agricultural Business Administration.

- 4 Centers: Center for Agricultural Policy and Rural Development; Center for Economic Cooperation; Farmer Training Center; Service center.
