Is Probation Time Counted Toward Salary Increment Review Period?
At Clause 2, 3, 4 of Article 22 of Decree 138/2020/ND-CP stipulating recruitment, utilization, and management of officials, it is stipulated:
- Trainees are entitled to 100% of the salary and allowances of the recruitment grade corresponding to the training qualifications specified in Clause 1 of this Article in the following cases:
+ Working in areas with especially difficult socio-economic conditions;
+ Working in hazardous and dangerous occupations and industries;
+ Completing military service, the duty to join the people’s police force, service as military officers, police officers, professional servicemen leaving active duty, individuals changing sectors from cryptographic work, graduates of reserve officer training programs, graduates of the grassroots military commander training programs awarded the rank of a reserve officer and registered as reserve officers, young volunteer members, and young intellectual volunteers participating in rural and mountainous development for 24 months or more and have completed their tasks.
- The probation period is not counted towards the time for considering salary grade elevation.
- Officials assigned by agencies or organizations to guide the trainees are entitled to a responsibility allowance coefficient of 0.3 compared to the statutory pay rate during the probation guidance period.
=> Thus, according to the aforementioned regulations, the probation period of the official is not counted towards the time for considering salary grade elevation for that individual.
