Is previous hemorrhoid surgery a disqualification for conscription into the police force?
According to the provisions of Clause 3, Article 5 of Circular 45/2019/TT-BCA, only citizens with health categories 1 and 2, and who meet the special criteria stipulated in Article 6 of this Circular, will be selected.
Additionally, Clause 2, Article 4 of this Circular stipulates the scoring method, how to fill out the health examination form for the duty to join the People's Police, and the health classification, which is carried out according to Clauses 2, 3, 4, and 5 of Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP. According to Clause 4 of Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, health classification is based on the scores given for 8 criteria recorded in the health examination form as follows:
- Type 1: All 8 criteria achieve a score of 1;- Type 2: At least 1 criterion scores a 2;- Type 3: At least 1 criterion scores a 3;- Type 4: At least 1 criterion scores a 4;- Type 5: At least 1 criterion scores a 5;- Type 6: At least 1 criterion scores a 6.
Digestive diseases that result in citizens not ensuring health conditions to fulfill the duty of joining the People's Police are specified in item number 84, Section II, Appendix 1 issued with Circular 45/2019/TT-BCA as follows:
- Hemorrhoids that have been successfully operated on: 2 points;- Multiple hemorrhoids, with a large hemorrhoid over 1 cm, protruding hemorrhoids that cannot retract by themselves: 5 points;
Therefore, in the case of hemorrhoids that have been successfully operated on, the health category will be Type 2. Consequently, if all other conditions are met, you can still participate in police duty. Moreover, you should undergo a medical examination to obtain the most accurate conclusion from the Medical Examination Council.
