Is Phimosis an Exemption from Military Service?
Based on Appendix 1 Classification of Health According to Physical Fitness and Diseases issued together with Joint Circular 16/2016/TTLT-BYT-BQP, there are regulations as follows:
Genitalia:
- Phimosis not affecting urination, or having undergone successful surgery: Point 1
- Phimosis affecting urination: Point 3T
According to the regulations in Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, the health classification of citizens participating in the military service health examination is based on the total points scored for the 8 criteria recorded in the military service health form. Specifically:
- Type 1: All 8 criteria score 1;
- Type 2: At least 1 criterion scores 2;
- Type 3: At least 1 criterion scores 3;
- Type 4: At least 1 criterion scores 4;
- Type 5: At least 1 criterion scores 5;
- Type 6: At least 1 criterion scores 6.
Therefore, individuals with phimosis depending on the case will have health type 1 or type 3.
Moreover, Point a, Clause 3, Article 4 of Circular 148/2018/TT-BQP stipulates the health standards for military recruitment as follows:
Recruitment of citizens with health types 1, 2, 3 according to the regulations of Joint Circular 16/2016/TTLT-BYT-BQP dated June 30, 2016, of the Minister of Health - Minister of National Defense on the health examination for military service.
From these regulations, even in the worst-case scenario, individuals with phimosis will still have health type 3, which is sufficient in terms of health conditions to participate in military service (not considering other conditions or diseases).
