Is oral notice of the retirement date of Vietnamese officials in compliance with the legal regulations?

Article 10 Decree 46/2010/ND-CP stipulates the retirement notices for Vietnamese officials as follows:

Six months before the retirement time defined in Article 9 of this Decree, agencies, organizations or units managing the officials shall issue written notices of retirement lime for officials to know, made according to the form provided in Appendix I to this Decree (not printed herein), and prepare the replacements.

=> Under the above regulation, the official must be notified of the retirement date in writing. The oral notice by your company is against the above regulation.
