Is It Possible to Transfer a Public Employee to an Official?

According to Clause 5, Article 1 of the Law on Cadres, Officials and the Amended 2019 Law on Public Employees:

In addition to recruitment through examinations and selection, the head of the management agency of officials shall decide to admit individuals who meet the standards and conditions of the work position to become officials in the following cases:

- Public employees working at public service providers;

- Commune-level cadres and officials;

- Persons receiving salaries in the people's armed forces, individuals working in cryptographic organizations but not officials;

...

Thus, if you are a public employee, you will be considered for transfer to an official position provided that you are not currently undergoing disciplinary action and have at least 5 years of relevant work experience.
