Article 6 of Circular 62/2023/TT-BCA provides regulations on specificity indexes as follows:

Specificity Index

  1. Citizens participating in new admissions, recruitment into the People's Public Security, and non-commissioned officers who have completed their service term in the People's Public Security and are considered for policy transfer to professional service must meet the following specificity indexes:

a) Not addicted to drugs or substances regulated in Decree No. 57/2022/ND-CP dated August 25, 2022 of the Government of Vietnam, which stipulates the list of drugs and precursor substances;

b) Normal hair color and style (according to People's Public Security regulations);

c) Not having skin pigmentation disorders, except localized darkened skin areas (melasma);

d) No piercings on the nose or other body parts for jewelry. For men, no piercings in the ears or if there are ear piercings, they must be healed into scars; for women, no more than two piercings in one ear or only one ear piercing, other ear piercings must be healed into scars;

dd) No keloid scars on the head, face, neck, forearm, hand, or foot areas;

e) No tattoos, tattoo marks, including cosmetic tattoos on the skin, except eyebrow tattoos, cosmetic lip tattoos for women.

  1. Citizens performing the obligation to join the People's Public Security must meet the following specificity indexes:

a) Comply with the provisions at points a, b, c, d, dịch tiếng anh,  Clause 1 of this Article;

b) Not recruited in cases where there are tattoos, tattoo marks, including tattoo sprays on the skin with offensive content, opposing policies, ethnic divisions, odd, weird, sexual stimulation, violence; offensive tattoos or words in exposed areas such as: face, head, neck, from 1/2 arm down, from 1/3 thigh down; tattoos or words covering 1/2 back, chest, or abdomen or more. In cases where the tattoos, tattoo marks, including sprays on the skin in exposed areas, but the area is not more than 02 (two) cm2, no more than one tattoo and not offensive or the tattoo, tattoo words have been removed or eyebrow tattoos, cosmetic lip tattoos for women, selection for implementation of the obligation to join the People's Public Security can be considered.

As such, individuals who dye their hair will not be allowed to participate in police service. Individuals participating in police service must have normal hair color and style (according to the People's Public Security regulations).

How long can the duration for police service in Vietnam be extended?

Article 8 of the People's Public Security Law 2018 provides for the obligation to serve in the People's Public Security as follows:

Obligation to serve in the People's Public Security

  1. Citizens performing the obligation to serve in the People's Public Security is to perform the obligation to protect the Fatherland in the armed forces. Annually, the People's Public Security select citizens of enlistment age to serve in the People's Public Security for a period of 24 months. The Minister of Public Security decides to extend the service term of non-commissioned officers and conscripts but not more than 06 months in the following cases:

a) To ensure combat readiness duties;

b) Performing disaster prevention, disease control, rescue, and relief missions.

  1. The procedures for selecting citizens to perform the obligation to serve in the People's Public Security are applied as the selection of citizens to perform military service in regular forces.

  2. The Government of Vietnam details Clause 2 of this Article.

Thus, if the Minister of Public Security decides to extend the time to perform police service, it can be extended up to not more than 06 months in two cases:

- Ensuring readiness for combat duties;

- Performing disaster prevention, disease control, rescue, and relief missions.

When are citizens enlisted for police service duty in Vietnam?

Article 33 of the Military Service Law 2015 stipulates the number of times and the timing of calling citizens for enlistment and performing the obligation to serve in the People's Public Security in the year as follows:

Annually, citizens are called to enlist and perform the obligation to serve in the People's Public Security once in February or March; if necessary for defense and security reasons, citizens can be called to enlist and perform the obligation to serve in the People's Public Security a second time. For localities with disasters or dangerous epidemics, the time for calling enlistment and performing the obligation to serve in the People's Public Security can be adjusted.

Thus, citizens are called to perform police duties once in February or March.
