Based on Article 14 of Circular 15/2019/TT-BQP, the scenarios in which vessels may be stopped for inspection and control are as follows:
Direct detection of a legal violation or signs of a legal violation.
Detection and recording of a legal violation or signs of a legal violation through professional technical means and devices.
3. Receiving a report or information about a legal violation.
A written request from a competent authority regarding the pursuit, capture of persons, vessels, and means violating the law.
The violator voluntarily reports their legal violation.
Other signs of legal violation as prescribed by the relevant laws.
Therefore, if there is information about a legal violation on board, the vessel may be stopped for inspection.

Based on Article 15 of the aforementioned Circular, the authority to stop vessels for inspection and control is detailed as follows:
Based on the scenarios specified in Article 14 of this Circular, and upon the recommendation of the inspection and control team, the commander of the patrol, inspection, and control force directs the captain of the Coast Guard vessel or boat to issue the order to stop the vessel for inspection and control.
Thus, you can report to the inspection and control team, and the commander of the patrol, inspection, and control force will direct the captain of the Coast Guard vessel.
