Is it permissible to make handcuffs by oneself?
Pursuant to Clause 2, Article 5 of the Law on Management and Use of Weapons, Explosives, and Supporting Tools 2017, which stipulates prohibited acts as follows:
Research, manufacture, production, sale, export, import, storage, transportation, repair, illegal use, or appropriation of weapons, explosives, explosive precursors, supporting tools, or components and assemblies for assembling weapons, supporting tools.
Pursuant to Clause 11, Article 3 of the Law on Management and Use of Weapons, Explosives, and Supporting Tools 2017, which stipulates:
Supporting tools are means or service animals used to enforce public duties or carry out protective tasks to limit and prevent individuals who violate laws from resisting or escaping; protect those enforcing public duties, those performing protective tasks, or signal emergencies, including:
- Electric batons, rubber batons, metal batons; handcuffs, spiked barriers, wire spikes; bulletproof vests; electric gloves, knife-resistant gloves; shields, bulletproof helmets; sound suppressing equipment.
Thus, the act of self-manufacturing supporting tools such as handcuffs is prohibited in your case.
