Is it permissible to apply for issuance of laissez-passers of Vietnam in order to work in Cambodia?

Pursuant to Article 19 of the Law on Entry and Exit of Vietnamese Citizens in 2019 stipulating persons to be issued with laissez-passers of Vietnam as follows:

1. Vietnamese citizens residing in communes, districts or provinces sharing borders with neighboring countries.

2. Officials, employees and workers of agencies, organizations and enterprises in provinces sharing borders with neighboring countries.

3. Officials, employees and workers of agencies, organizations and enterprises which are located in central provinces or other provinces while their head offices are located in provinces sharing borders with neighboring countries.

4. Government shall elaborate this Article.

As regulations above, if your are Vietnamese citizens residing in communes, districts or provinces sharing borders with Cambodia, you are eligible to be issued with laissez-passer.

Is it possible to authorize other people to submit applications for laissez-passers in Vietnam?

Pursuant to Clause 1 Article 6 of the Decree 76/2020/NĐ-CP stipulating authorization to submit applications for laissez-passers as follows:

1. Persons currently working in agencies, organizations or enterprises with legal status may authorize such agencies, organizations or enterprises to submit applications and receive final decisions on their behalf.

As regulations above, you can authorize agencies, organizations or enterprises, at which you are working, to submit applications and receive final decisions on your behalf.
