Is it mandatory to receive citizens at the headquarters of the Communal People's Committee?
In Clause 2, Article 15 of the Law on Reception of Citizens 2013, it is stipulated:
Article 15. Reception of citizens at commune, ward, and commune-level town
The Chairman of the commune-level People's Committee directly oversees the reception of citizens at the commune level and performs the following duties:
- Issuing the internal regulations on reception of citizens;
- Arranging a convenient location and other necessary conditions for the reception of citizens at the headquarters of the commune-level People's Committee;
- Assigning staff to receive citizens;
- Directly receiving citizens at the headquarters of the commune-level People's Committee at least 01 day in 01 week and conducting emergency receptions in cases specified in Clause 3, Article 18 of this Law;
- Closely cooperating with related agencies, organizations, and units in receiving citizens and handling cases where many people simultaneously make complaints, denunciations, petitions, or reflections on the same issue; ensuring safety and order for the reception of citizens;
- Summarizing the situation, results of the citizen reception work, and periodically and suddenly reporting to authorized agencies and organizations.
And in Clause 3, Article 2, the Law stipulates:
Places for citizen reception include the Reception Headquarters, reception locations, or other working places arranged by agencies, organizations, and units responsible for citizen reception and must be publicly announced or notified in advance to the people being received.
=> Thus, according to the above regulations, the Chairman of the commune-level People's Committee directly receives citizens at the headquarters of the commune-level People's Committee or at other places as stipulated above.
