Is it mandatory for the Commune Chairman to have a university degree?
At Clause 4, Article 8 of Decision 04/2004/QD-BNV, the standards for the Chairman of the Commune are specified as follows:
+ Age: The age of the Chairman of the People's Committee and the Vice Chairman of the People's Committee is determined by the Chairman of the Provincial People's Committee to be consistent with the specific local circumstances. However, the age for the first-time entrants must ensure that they can work for at least two terms.
+ Education: Must have graduated from high school.
+ Political: Must have an intermediate level of political theory or higher for the lowland areas; for mountainous areas, must be trained in political theory equivalent to a primary level or higher.
+ Professional expertise: In lowland areas, must have an intermediate level of professional expertise or higher. In mountainous areas, must be trained in professional knowledge (equivalent to a primary level or higher). If holding the position for the first time, must have an intermediate level of professional expertise or higher. The professional field must align with the socio-economic characteristics of each type of commune-level administrative unit, ward, or commune-level town. Must have been trained in state administrative management and economic management.
=> Thus, according to the aforementioned regulation, the Chairman of the Commune People's Committee is not required to have a university degree but only needs to have graduated from high school.
