Professional qualifications: Graduated from a university or higher in a field of study suitable to the task requirements of each communal-level official position; The Provincial People's Committee prescribes specific standards for professional qualifications from the intermediate level or higher for officials working in communes: mountainous, highland, border, island, deep-lying, remote areas, ethnic minority areas, and areas with particularly difficult socio-economic conditions;
And in Clause 1, Article 2 of the Circular, the duties of the Head of the Communal Police are prescribed. Therefore, according to my personal opinion, the Head of the Communal Police, as prescribed, must also have graduated from a university or higher.
