Is having a type B certificate in German enough to become an inspector in Vietnam?

Is having a type B certificate in German enough to become an inspector in Vietnam? If one is stripped of the title of People's Police, will they be exempt from being an inspector in Vietnam? I want to become an inspector but I don't know the educational requirements. If I already have a B certificate in German, is that enough to become an inspector? Will being stripped of the title of People's Police exempt one from being an inspector? I hope you can advise. Thank you.
