Is a Qualification in Information Technology Required to Work as a Specialized Administrative Officer?

Are IT proficiency certifications required to become a Specialist in Administrative Fields? Is an associate degree sufficient to become a Specialist in Administrative Fields?Dear Lawyer,I am currently working as an Officer in Administrative Fields, and I hold an associate degree. Am I eligible to take the examination for promotion to Specialist? Is an IT proficiency certification mandatory to become a Specialist?Please provide clarification.Thank you.

Must have qualifications in IT to become an Administrative Specialist?

Based on Clause 3, Article 7 of Circular 2/2021/TT-BNV stipulating the rank of Specialist as follows:

  1. Standards of professional capacity and expertise:

a) Firmly grasp the guidelines and policies of the Communist Party, the laws on the sector and field of work, the management objectives and objects, and the system of principles and mechanisms of professional management within the scope of work;

b) Capable of participating in the development and guidance of the implementation of policies, regulations on state management in the sector, field, or local area of work; capable of participating in research to serve management and processing management information;

c) Capable of working independently or in coordination as a group; skilled in drafting documents and presenting issues assigned for consultation and proposals;

d) Have basic IT skills, capable of using a foreign language at a level equivalent to level 3 of the Vietnam's Foreign Language Proficiency Framework or using a minority language for officials working in minority areas according to job position requirements.

Thus, the requirement for the professional and expert capacity of an Administrative Specialist does not necessarily need a degree in IT but only requires basic IT skills.

Is an associate degree sufficient to become an Administrative Specialist?

According to Clause 4 of the aforementioned Article, the following stipulations apply:

  1. Standards of education and training:

a) Have a university degree or higher in a field or major suitable to the sector and field of work;

b) Possess a certificate of training in state management knowledge according to specialist rank standards.

Accordingly, the educational qualification standard for an Administrative Specialist is to have a university degree or higher as required. Additionally, individuals desiring to become administrative specialists must have a certificate of training in management knowledge according to specialist rank standards and meet other conditions under the law.
