Is a permanent residence card valid in lieu of a visa?

In case a foreigner enters Vietnam and is granted a permanent residence card by a competent authority. I would like to ask if this card is valid in place of a visa?

Pursuant to Clause 14, Article 3 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014, it is stipulated as follows:

A permanent residence card is a type of document issued by the immigration management agency to foreigners who are permitted to reside indefinitely in Vietnam and is valid as a substitute for a visa.

Thus, a permanent residence card is a type of document that is valid as a substitute for a visa according to the above-mentioned legal provisions.
