Introduction and Admission of Individuals into the Communist Party: Regulations and Procedures

Introduction and admission of individuals into the Communist Party are stipulated how? Please provide advice according to the latest regulations.

Based on Section 3 Regulation 24-QD/TW of 2021, the Regulation on the Implementation of the Charter of the Communist Party, Article 4: Introduction and Admission of Persons into the Communist Party is stipulated as follows:

3.1. (Clause 1): The Executive Committee of the Ho Chi Minh Communist Youth Union at the grassroots or collective grassroots youth union; the grassroots Trade Union Executive Committee considers and issues a resolution to introduce members into the Communist Party.

3.2. (Clause 2): Communist Party members introduce individuals into the Communist Party.

3.2.1. Must be official party members, and have worked, studied, or lived together for at least 12 months with the person being introduced into the Communist Party within the same unit under the leadership of the party committee or grassroots cell.

3.2.2. If the party member introducing the person into the Communist Party transfers to another party committee or grassroots cell, is disciplined, or due to other reasons cannot continue to monitor and assist the person into the Communist Party, the cell will assign another official party member to monitor and assist the person (it is not necessary for this party member to have worked, studied, or lived together with the person for at least 12 months).

3.3. (Clause 3): Issues regarding the political history, current political stance, and political standards of the person entering the Communist Party will be carried out in accordance with the regulations of the Politburo.

3.4. (Clause 4): Admission of individuals into the Communist Party where there are no party members or cells.

3.4.1. The superior party committee directly above the grassroots party organization (where the person works, labors, studies, or resides) assigns the most favorable cell to appoint an official party member to assist the individual entering the Communist Party. When all conditions and standards are met, the cell where the assisting party member is active will process the admission procedures in accordance with the regulations.

3.4.2. The admission of party members in certain special cases will be carried out in accordance with the regulations of the Politburo.

3.5. On the re-admission of former Communist Party members.

3.5.1. Individuals considered for re-admission must meet the following conditions:

a) Fulfill all the conditions and standards for party membership as stipulated in Article 1 of the Communist Party Charter.

b) At least 36 months have elapsed since leaving the Communist Party (for those convicted of minor criminal offenses, 60 months must have elapsed since the conviction was annulled; party members expelled due to violating population policy and family planning will follow the regulations of the Secretariat) and must submit an application for re-admission into the Communist Party; must be approved in writing by the provincial or equivalent party standing committee, and considered and decided by the competent party committee authority (district level or equivalent).

c) Comply with the procedures specified in Clauses 1, 2, and 3 of Article 4 of the Communist Party Charter.

3.5.2. Individuals not eligible for re-admission.

Re-admission will not be considered for those who previously left the Communist Party for the following reasons: Voluntarily abandoning party activities; submitting an application to leave the Communist Party (except in cases of special family difficulties); causing serious internal disunity; being convicted of corruption; or being convicted of serious or greater offenses.

3.5.3. Re-admission is permitted only once.

3.5.4. Re-admitted party members must undergo a probation period.
